Senior All-Source Analysis (Strategic Operations) - USACIC
About the role
Celestar Corporation is seeking a Senior All-Source Analysis (Strategic Operations) to support The U.S. Army Intelligence and Security Command (INSCOM) under the United States Army Counterintelligence Command (USACIC) Analytical Support Contract. The primary place of performance will be Fort Meade, MD.
Responsibilities
- Conduct research and analysis to create products and responses to RFIs from within ACIC on foreign intelligence and technology protection-related threats to the US Army and the DoD worldwide.
- Includes name checks, link diagrams, answers to specific intelligence questions, ArcGIS support, travel briefs, conference support packages, FIE tradecraft identification, threat assessments, timelines, and travel history on specified individuals.
- Identifies, monitors, and assesses foreign intelligence efforts attempting collection of sensitive national security information on U.S. persons, activities and interests, including threats posed by emerging technologies to U.S. operations and interests.
- Applies understanding of foreign intelligence capabilities / activities and U.S. and foreign partner CI capabilities and TTPs for in-depth analytic research and production of all-source CI studies and contributes to developing CI strategies.
- Conducts, develops, produces, and presents programs of instruction in specified collection operations TTPs, and related or supporting processes, relevant to the various human intelligence and technical intelligence operations under DoD authorities.
- Analyze OSINT, HUMINT, SIGINT, MASINT, and GEOINT reporting from a wide variety of sources, provided by the Government, to identify current and emerging threats, FIE Modus Operandi, foreign entities pursuing acquisition of US and foreign military technology, dual-use components for illegal procurement, and other analytical requirements as determined by the Strategic Activities Branch (SAB).
- Fuse all pertinent information to support the analytical requirements of the SAB.
- Communicate their analytic findings in written assessments, formal analytic notes, briefings, graphics, written inputs to designated intelligence products or responses to RFIs, and informal verbal briefings and participation in working groups, conferences, and one-on-one sessions with consumers of intelligence and CI information.
- Counterintelligence community and IC concerning their analytic efforts and findings to ensure that all threats to the Army and DoD are addressed.
- Provide, engage, and participate in analytic exchanges, briefings, and training, both internal to the unit and external within the intelligence community, in order to facilitate the accomplishment of assigned products.
Requirements
- Minimum education and years of experience requirements for the following:
- High School Diploma: 20 years of relevant experience with at least a portion of the experience within the last 2 years.
- Associates Degree: 16 years of relevant experience with at least a portion of the experience within the last 2 years.
- Bachelor's Degree: 14 years of relevant experience with at least a portion of the experience within the last 2 years
- Masters Degree or higher: 12 years of relevant experience with at least a portion of the experience within the last 2 years
- A minimum of [a bachelor’s degree or experience as a civilian or military all source intelligence analyst] and completed a foundational intelligence analyst course such as a DOD Intelligence Analyst Course, All Source Intelligence Analyst MOS, DHS Basic Intelligence and Threat Analysis Course, ODNI Analysis 101, or completed a Certified Defense All-Source Analysis (CDASA) professional certification or Intelligence Community Advanced Analyst Program (ICAAP).
- At least two years of functional experience in providing intelligence support to strategic counterintelligence operations or human intelligence (HUMINT) operations, to include building operational timelines and target profiles, maintaining intelligence gaps, and providing intel-informed recommendations for operational planning.
- At least three years of experience as an all-source intelligence analyst in the planning, collection, and implementation of all intelligence disciplines across the full spectrum of operations that includes imagery, signals, measurements, human, and open-source data into information to support national defense.
Qualifications
- Graduate of in-residence Fundamentals of Intelligence Analysis course or Military Service equivalent.

- Active TS/SCI clearance required.
