About the role

This position is contingent upon contract award, with an anticipated start date of September 1, 2026. Herndon Solutions Group (HSG) is seeking a Senior Air Quality Compliance Specialist to support the Department of the Air Force Environmental Program at Patrick Space Force Base.

Responsibilities

  • Air Quality Compliance
    • Lead the implementation and administration of comprehensive air quality compliance programs in accordance with the Clean Air Act and applicable federal, state, local, and Department of the Air Force regulations.
    • Interpret environmental regulations, evaluate compliance obligations, and provide technical guidance to project teams, installation personnel, and leadership.
    • Monitor compliance status, identify regulatory risks, investigate deficiencies, and develop corrective action recommendations to ensure continuous compliance.
    • Support regulatory inspections, agency audits, and enforcement activities, including coordinating responses to regulatory agencies.
  • Air Permitting
    • Prepare, modify, and maintain air permit applications and supporting documentation for new, modified, and existing emission sources.
    • Manage General, Synthetic Minor, and Title V permitting programs, ensuring compliance with permit conditions, reporting requirements, and operational limitations.
    • Conduct permit applicability analyses, exemption determinations, permit decomposition, and compliance assessments to support facility operations and mission requirements.
    • Evaluate proposed projects and operational changes to determine permitting requirements and regulatory impacts.
  • Air Emissions Inventory Management
    • Develop, maintain, and validate Air Emissions Inventories (AEIs), including actual emissions, potential-to-emit (PTE) calculations, greenhouse gas (GHG) inventories, hazardous air pollutants (HAPs), refrigerants, and other regulated emissions.
    • Perform emissions calculations, field verification, data validation, and quality assurance reviews to ensure inventory accuracy and regulatory compliance.
    • Prepare Emissions Inventory Questionnaires (EIQs) and supporting documentation required for permitting and regulatory reporting.
  • Regulatory Reporting
    • Prepare, review, and submit regulatory reports required under federal, state, local, and Department of the Air Force air quality programs.
    • Develop and maintain Title V operating reports, Air Permit Compliance Reports, NESHAP and NSPS reports, Semi-Annual Deviation Reports, Annual Compliance Certifications, emissions inventories, and other required compliance documentation.
    • Ensure reports are complete, accurate, and submitted in accordance with established regulatory deadlines.
  • Environmental Data Management
    • Manage environmental data systems and ensure the integrity, accuracy, and completeness of air quality compliance records.
    • Maintain and perform quality assurance/quality control (QA/QC) reviews of APIMS and other environmental databases, including emissions inventories, compliance records, and regulatory reporting data.
    • Perform data validation, emissions calculations, compliance tracking, database updates, and data migration activities to support program compliance.
  • Compliance Assessments & Auditing
    • Conduct facility inspections, compliance audits, and program assessments to evaluate compliance with air permits, regulatory requirements, and environmental management programs.
    • Inspect emission sources and air pollution control equipment to verify proper operation, maintenance, and compliance with permit requirements.
    • Document inspection findings, recommend corrective actions, and monitor the implementation and closure of identified deficiencies.
    • Develop compliance metrics and support continuous improvement initiatives to strengthen environmental performance.
  • Regulatory Analysis
    • Evaluate existing and proposed operations to determine applicable regulatory requirements and permitting obligations.
    • Perform technical analyses related to New Source Review (NSR), Prevention of Significant Deterioration (PSD), major source applicability, emissions increases, and permitting thresholds.
    • Assess regulatory applicability of RACT, BACT, LAER, MACT, NESHAP, and NSPS requirements.
    • Monitor emerging environmental regulations, assess potential operational impacts, and provide recommendations to ensure continued compliance.
  • Technical Leadership & Program Support
    • Serve as the subject matter expert for air quality compliance and provide technical guidance to project teams, installation personnel, and leadership.
    • Develop and deliver air quality training programs, compliance guidance, and standard operating procedures.
    • Support regulatory agency inquiries, inspections, and information requests.
    • Develop and maintain Air Compliance Source Requirement (ACSR) documentation and other program guidance materials.
    • Collaborate with internal stakeholders, regulatory agencies, contractors, and customers to support environmental compliance and mission success.

    Requirements

    • Bachelor's degree in Environmental Engineering, Environmental Science, Chemical Engineering, Civil Engineering, Atmospheric Science, or a closely related technical discipline.
    • Minimum of five (5) years of progressively responsible experience managing or supporting air quality compliance programs for industrial, commercial, federal, or military facilities.
    • Demonstrated experience implementing Clean Air Act requirements, preparing and managing air permits, maintaining air emissions inventories, and supporting environmental compliance and regulatory reporting programs.
    • Experience conducting air quality compliance assessments, inspections, and audits; interpreting environmental regulations; and developing corrective actions to resolve compliance deficiencies.
    • Demonstrated experience serving as the technical lead or subject matter expert for an air quality compliance program, including regulatory interpretation, permitting, emissions inventories, compliance reporting, and regulatory agency interactions.
    • Experience preparing technical reports, permit applications, regulatory correspondence, and maintaining environmental records in support of federal, state, and local regulatory requirements.
    • Strong analytical, problem-solving, technical writing, and communication skills with the ability to effectively communicate complex environmental requirements to technical and non-technical stakeholders.
    • Thorough knowledge of the Clean Air Act (CAA) and its implementing regulations.
    • Working knowledge of federal, state, and local air quality regulations, including Title V Operating Permit Programs, New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP), air emissions inventories, compliance monitoring, recordkeeping, and regulatory reporting requirements.
    • Experience developing Air Emissions Inventories (AEIs), performing emissions calculations, Potential-to-Emit (PTE) analyses, and preparing compliance reports and permit documentation.
    • Experience interpreting environmental regulations and applying regulatory requirements to facility operations, permitting decisions, and compliance activities.
    • Experience managing environmental compliance data, performing quality assurance/quality control (QA/QC), validating environmental data, and maintaining regulatory records.
    • Proficiency using Microsoft Office Suite, including advanced Microsoft Excel skills for data analysis and reporting.

    Preferred Qualifications

    • Florida Professional Engineer (PE) license or ability to work collaboratively with a licensed Professional Engineer when required for sealed engineering documents.
    • Experience supporting U.S. Air Force, U.S. Space Force, NASA, Department of Defense, or other federal environmental compliance programs.
    • Experience using Air Force environmental management systems, including APIMS (Air Program Information Management System), EESOH-MIS, or similar environmental compliance databases.
    • Experience managing General, Synthetic Minor, and Title V Air Permit programs.
    • Experience preparing Emissions Inventory Questionnaires (EIQs), greenhouse gas (GHG) inventories, and hazardous air pollutant (HAP) inventories.
