About the Role

This position functions as a Senior Advisor supporting the Executive Director, Chief of Staff, and Chief Strategy Officer (Executive Leadership Team) of the Maryland Health Care Commission. The position reports directly to the Chief of Staff and serves as an agent of the Executive Leadership Team, responsible for providing support on regulatory and legislative policy, strategy, data and policy analysis, communication, and other related items.

This position carries out special projects or assignments on behalf of the Executive Leadership Team through collaboration and coordination within MHCC and across MDH or other agencies as required. This may include but is not limited to specific regulatory and legislative initiatives, assisting with strategic planning, drafting reports, policy memos, and briefings, and understanding and applying qualitative and quantitative data to address pressing policy challenges related to health care access, quality, and outcomes.

Requirements

• Master’s degree in Healthcare Administration, Public Policy, Business Administration, or related field with five (5) years of experience working with diverse healthcare organizations, including hospitals, ambulatory or outpatient settings, physician practices, and long-term care facilities.
• A bachelor’s degree with extensive healthcare management experience and progressive responsibilities in relevant administrative or professional organizations, strategic planning, or operations management at a supervisory level will be considered.

Qualifications

• Proven management and supervisory abilities, with the ability to identify and best utilize diverse employee skill sets, expertise, personalities, and strengths into a cohesive, collaborative, and mission-driven team.
• Broad knowledge of health care delivery, operations, financing, market and financial feasibility analysis, and health planning and policy analysis.
• Ability to translate data and ideas into concrete policy proposals and experience presenting policy options, delivering analyses, and executive-level briefings outlining pros, cons, and recommendations.
• Experience assessing the impact of proposed policy changes on populations, health care professionals, and health care organizations living in and serving underserved and rural communities.
• Substantive work experience in health care systems, administration, or law will receive additional consideration.
• Exceptional communication and writing skills.
