About the role
The New York State Office for People With Developmental Disabilities (OPWDD) Region 2 Developmental Disabilities State Operations Office (DDSOO) serves Broome, Delaware, Tioga, Tompkins, Chenango, Otsego, Onondaga, Cayuga, Cortland, Oswego, Oneida, Lewis, Herkimer, and Madison counties. Within the Department of Quality Assurance, the Senior Administrative Analyst serves as a regional logistics coordinator, supporting quality and compliance monitoring and priority initiatives, with an emphasis on personal allowance management in state-operated programs.
Responsibilities
- Collect, review, and analyze quantitative data related to state-operated programs and Personal Allowance or other high-priority initiatives; make recommendations to leadership on areas needing improvement or showing vulnerability.
- Develop and maintain priority reports; provide updates, recommendations, and analyses to state operations leadership.
- Assist in developing and modifying survey instruments and data collection systems; establish tracking and reporting systems that identify facility practices, issues, and implementation of corrective actions, with emphasis on personal allowance.
- Develop, update, and maintain program protocols, policies, and procedures for State Operations (e.g., personal allowance, overtime, fit testing data).
- Serve as a primary point of contact for field operations regarding policy and standard operating procedure (SOP) development.
- Coordinate efforts of subject matter experts across DDSOOs to address systemic programmatic issues; provide on-site technical support and training when necessary.
- Maintain knowledge of and serve as a subject matter expert for Personal Allowance and associated rules, regulations, standards, and requirements to ensure compliance, proactively monitor, and recommend policies and trainings for statewide consistency.
- Travel to certified sites to conduct surveys of Personal Allowance management, including interviews, documentation review, technical support, and reporting findings and recommendations to leadership.
- Develop and maintain relationships with internal and external stakeholders to identify improvement areas and implement risk-mitigation strategies.
Requirements
- Administrative Analyst Trainee 1 (NS, equivalent to SG-14): Four years of experience conducting management and organizational studies to review and revise procedures, evaluate organizational performance, develop internal controls, collect data, conduct cost-benefit or systems analysis, and design/update procedure manuals, forms, and policies.
- Administrative Analyst Trainee 2 (NS, equivalent to SG-16): Five years of experience in the same areas as Trainee 1.
- Senior Administrative Analyst (SG-18): Six years of experience in the same areas as Trainee 1.
Substitution: Education may substitute for experience as follows: associate degree for 2 years, bachelor’s for 4 years, master’s for 5 years, doctorate for 6 years.

- Administrative Analyst Trainee 1: $53,764
- Administrative Analyst Trainee 2: $59,994
- Senior Administrative Analyst: $66,951 – $85,138
