Job Responsibilities
- Working with Program Office staff (COTRs, GPOCs, SETAs, etc.) and Contracts staff (Contracting Officers, Contract Specialists, etc.) to develop acquisition strategies and documentation.
- Serving as a liaison between technical teams and the Contracting Office to ensure clarity and compliance with federal acquisition regulations.
- Supporting new prototype acquisition planning, solicitation, evaluation, award and execution for various types of contracts including IDIQ, TOs, BAAs, CRADAs, IAs, OTAs, and commercial purchases.
- Drafting common acquisition artifacts such as Market Research Reports, SOWs, ASC briefings, J&As, CDRLs, In Scope Determinations, proposal evaluation criteria, etc.
- Providing acquisition advisory services during technical and cost evaluations of proposals.
- Documenting technical and programmatic requirements and providing acquisition support to COTRs and the Program Office.
- Supporting all aspects of contract competition, including pre-award activities, source selections, and post-award activities.
Qualifications
- Bachelor's degree and at least 5 years of relevant experience; Master's degree and at least 3 years of relevant experience; Doctorate and 0 years of relevant experience.
- Active Top Secret/SCI clearance with a polygraph.
- Expertise and experience with the IC acquisition cycle, requirements processes, budgetary practices, and acquisition documentation.
- 7+ years of government contracting/acquisition experience, DAWIA Certification in Contracting or equivalent.
- Experience with traditional/non-FAR acquisition vehicles a plus (IDIQ, BAA, OTA, etc.).
- Demonstrated ability to work in a fast-paced, dynamic, and agile environment.
- Demonstrated ability to work in cross-functional teams.
- Exceptional communication and coordination skills.
- Effective interpersonal skills.
Pay
The target salary range for this position is $160,001 - $200,000, based on experience and other factors.
