About the role

Volunteers of America National Services (VOANS) is seeking a Senior Accounting Manager to join our Housing team. This is a hybrid role.

Responsibilities

  • Lead and manage the monthly close process across multiple entities, ensuring accuracy and adherence to deadlines for Housing.
  • Partner with team to reconcile balance sheet accounts and various internal tracking.
  • Identify opportunities to streamline processes and implement improvements to enhance efficiency, accuracy, and control.
  • Aid in budgeting, forecasting, and special financial projects as assigned by leadership.
  • Supervise, direct, and manage a team.
  • Collaborate with 3rd party accounting/finance personnel; provide guidance on accounting, finance, and reporting matters in relation to our housing entities.
  • Accurately interpret financial information.
  • Timely responses to requests for assistance.
  • Provide departmental assistance with questions related to general ledger, AP, AR, budgets to actuals report, and other accounting/finance related matters.
  • Manage and direct accounting responsibilities related to the pre-development and development for Housing Facilities within the Real Estate Housing Development Department:
    • Oversee the entire construction draw submission process.
    • Oversee draw approval/disbursement from various funding sources.
    • Manage the Disbursement process upon draw funding.
    • Manage the set-up of new projects in accounting system.
    • Maintain financial needs for projects in development.
    • Support and provide guidance to Sponsor’s accounting department on housing development transactions.
    • Manage reconciliation process between projects’ general ledgers to Sponsor’s general ledger; work closely with VOANS Corporate.
    • Monitor financial needs for projects in development.

    • Manage the tracking of Trust accounts and spreadsheet analysis.
    • Manage the cost certification process and 8609s filings.
    • Timely responses to request from Housing Development and Finance teams, leadership team, affiliates, lenders, funding authorities, investors, etc.
    • Manage banking activities (i.e. establishing bank accounts, wire transfers, etc.).
    • Provide support to the Housing Development and Finance teams on internal and external reporting requirements.
    • Provide support to the Housing Development and Finance teams on real estate closings, equity draw downs, and perm conversions.
    • Manage cash management: Manage disbursement/wire transfer process.
    • Manage weekly distribution of Cash report to Housing Development team on status of each reserved line of funding.
    • Manage the coordination with Sponsor’s accounting department on weekly cash transfers from each reserved line of funding, as directed and authorized.
    • Review and approve bank account reconciliation for housing entities’ bank accounts.
    • Manage the set up new bank accounts as directed.
    • Manage the surplus cash payouts.
    • Support Housing in overseeing the following accounting/finance functions:
      • Manage monthly calendar and organize timelines for monthly transactions and processes.
      • Manage the Real estate closing & post-closing processes.
      • Manage the annual budget preparation & analysis for a portfolio of housing entities.
      • Manage the quarterly financial review with Asset Management; review and analyze housing facilities’ quarterly financial statements, and provide technical accounting guidance to 3rd party accounting firms.
      • Manage the accounting for VOANS Holding Company, Seller Note entities and other various housing entities.
      • Manage the accounting for General Partner entities.
      • Oversee Accounts Receivables related to Housing.
      • Support the Housing team in overseeing the semi-annual audit and tax reporting functions:
        • Manage semi-annual audit and tax preparation (6/30 and 12/31) for a portfolio of VOA/VOANS Sponsored housing entities and related GP entities. This includes coordination with Asset Management team to resolve any audit and compliance issues.
        • Manage the annual audit and tax reporting for VOANS Holding Company and Mary Marshall Owner entity.
        • Manage the VOA nationally owned/sponsored consolidation entities listing.
        • Manage confirmation contact listing for multiple housing facilities.
        • Manage the reconciliation of accounts and analysis/schedules in preparation of annual audits.
        • Coordinate the preparation of Tax Credit Consolidation and Eliminations for annual consolidation audit.
        • Manage tax & compliance filing requirements for housing facilities and related entities.
        • Manage the tracking of mortgage/loan & escrow activity statements for a portfolio of housing entities.
        • Review Stabilization/Required Debt Service Coverage (DSC) ratio analysis.
        • Manage annual surplus cash payouts.
        • Support Housing in overseeing the transition of projects from construction to operations as well as change in management/accounting firm of housing entities:
          • Meet with appropriate team members (Housing Development Directors, Director of Asset Management, Senior Asset Managers, Senior Financial Analyst, Director of Housing Management, Affiliates, and 3rd party agents/accounting firms) to discuss steps to ensure a smooth transition.
          • Manage the coordination of accounting setup with 3rd party agents/accounting firms.
          • Manage the coordination of payroll functions with Human Resources.
          • Manage the coordination of banking requirements (establishing bank accounts, transfer of balances, etc.).
          • Manage the coordination of set up of Insurance & Tax Escrow analysis.
          • Manage the preparation of various required documents on HUD 202/811 properties (SF 1199a direct deposit form, depository agreements, etc.).
          • Provide technical accounting support.

    Qualifications

    • Bachelor's degree in accounting, business or finance.
    • At least five (5) years’ experience in accounting field, affordable housing, LIHTC and HUD experience preferred with experience supervising.

    Skills

    • Strong analytical and problem-solving skills.
    • Excellent communication and interpersonal skills.
    • Proficiency in Microsoft Office Suite.
    • Experience with accounting software and systems.
    • Ability to manage multiple tasks and meet deadlines.
