About the role

DCAMM’s Security Operations Coordinator/Program Coordinator III provides for the safety and security of employees and visitors at DCAMM managed facilities. This position provides leadership, direction, and control of the activities of DCAMM Security and Emergency Preparedness’s contracted security providers. The Security Operations Coordinator/Program Coordinator III works closely with peers within the DCAMM Security & Emergency Preparedness Unit, Security & Emergency Preparedness Management, and Facilities Management, as well as local, state, and federal law enforcement, first responders, and other relevant public safety partners. The position reports to the DCAMM Deputy Chief of Security and Emergency Preparedness.

Responsibilities

  • Facility & Site Responsibilities
    • Serve as the primary point of contact for the Security & Emergency Preparedness Unit at DCAMM managed properties.
    • Collaborate with facility managers to ensure security contractors meet the needs of the building or site’s operation.
    • Make necessary changes or recommendations to correct any issues or deficiencies; communicate material changes to the Deputy Chief of Security and Emergency Preparedness.
    • Inspect DCAMM managed properties to identify security issues and safety hazards that jeopardize employees or guests.
    • Collaborate with DCAMM Facilities, Engineering, and project managers to correct identified issues and hazards; complete reports and ensure leadership is aware.
    • Inspect properties to ensure appropriate levels of security are provided and DCAMM policies and applicable laws are enforced.
    • Ensure security contractors have necessary equipment (radios, flashlights, first aid kits, AEDs, etc.) and recommend/procure equipment as needed.
    • Coordinate access needs and security coverage for projects with the building/site’s facility manager.
    • Process CORI acknowledgment forms for contractors and subcontractors; provide results to leadership for tracking and reporting.
  • Security Contract Responsibilities
    • Work with the third-party security contractor to ensure contracted security hours are met; notify leadership of variances.
    • Ensure billing is timely and accurate; provide first-level approval for facility/site security invoices.
    • Maintain knowledge of the security contract and ensure the contractor meets contract requirements; notify leadership of contract violations and take appropriate action.
    • Ensure contracted security personnel understand facility-specific Security Standard Operating Procedures, Post Orders, and relevant operational memos.
    • Coordinate enhanced and project security staffing needs with the contractor.
    • Ensure contractors adhere to facility/site post orders and receive required trainings at assignment and on an ongoing basis.
    • Develop and maintain a consistent training program for contracted security personnel at all DCAMM managed sites.
    • Assist with developing security contracts by recommending adjustments in hours, staffing, training, equipment, and uniforms.
  • Emergency Duties & Responsibilities
    • In the absence of senior leadership, serve as the DCAMM Security Officer in Charge (OIC) during an emergency or crisis.
    • Act as a liaison between first responders and DCAMM leadership; provide relevant updates to unit leadership.
    • Coordinate third-party security personnel response to emergencies; ensure unit emergency standard operating procedures are followed.
    • Participate in emergency debriefings and provide feedback and recommendations for improvements.
    • Assist with emergency trainings, exercises, and planning as requested.
    • Attend meetings and represent DCAMM and the Security & Emergency Preparedness Unit with occupant agencies and contracted partners, as well as local, state, and federal first responders.
  • Administrative Responsibilities
    • Ensure shift activity logs, site operations reports, and billing sheets are submitted daily; review for accuracy and share with facility managers.
    • Extract and highlight issues from logs and reports and share with the relevant operational unit for corrective action.
    • Review and provide first-level approval for incident reports.
    • Assist in writing, developing, and revising facility/site-specific post orders and standard operating procedures.
    • Attend and participate in meetings with Security & Emergency Preparedness Unit personnel, DCAMM personnel, and contracted personnel.
    • Represent DCAMM and the Security & Emergency Preparedness Unit in meetings with occupant agencies and officials.
    • Review and provide first-stage approval for invoices for security services at DCAMM managed properties; forward approved invoices to department leadership and direct vendors to submit invoices to the OFA Payment Unit.
    • Assist in project management as directed by the Deputy Chief of Security and Emergency Preparedness.

Qualifications

  • Required at Hire
    • Knowledge of the principles and practices of security management, including planning, communication, and organizational development.
    • Knowledge of work simplification methods.
    • Knowledge of methods used in the preparation and maintenance of databases.
    • Knowledge of methods used in preparing charts, graphs, tables, and reports.
    • Ability to understand, explain, and apply laws, rules, regulations, policies, and procedures governing assigned unit activities.
    • Ability to analyze data, draw conclusions, and make appropriate recommendations.
    • Ability to gather information by examining records and documents and by questioning individuals.
    • Ability to assemble information in accordance with established procedures and determine proper form and procedure.
    • Ability to maintain accurate records and prepare general reports.
    • Ability to review and interpret financial documents, including invoices, contracts, and reports.
    • Ability to write concisely and express thoughts clearly; develop ideas in logical sequence.
    • Ability to follow and give written and oral instructions in a precise, understandable manner.
    • Ability to establish rapport, maintain harmonious working relationships, and deal tactfully with others.
    • Ability to adjust to varying or changing situations and meet emergency or changing program requirements.
    • Ability to exercise sound judgment and discretion in handling confidential information.
    • Ability to operate a motor vehicle.
    • Knowledge of the principles, practices, and techniques of supervision.
    • Ability to coordinate the efforts of others in accomplishing assigned work objectives.
  • Minimum Entrance Requirements
    • Four years of full-time (or equivalent part-time) professional, administrative, or managerial experience in business administration, business management, or public administration, with major duties involving program management, administration, coordination, planning, and/or analysis, including at least one year in a supervisory capacity.
    • OR any equivalent combination of required experience and the following substitutions:
      • A Bachelor’s degree with a major in business administration, business management, or public administration may substitute for up to two years of the required experience.
