This solicitation is a Small Business Set-Aside for construction services under NAICS code 238990 (All Other Specialty Trade Contractors). The project is a firm fixed-price contract awarded on a Lowest Price, Technically Acceptable basis using simplified acquisition procedures.

Scope of Work

Contractor shall provide all labor, supervision, materials, and equipment for the following:

  • Removal of approximately 400 feet of existing fence, including posts and concrete, with backfilling.
  • Installation of approximately 270 feet of new industrial fencing:
    • Sections A and B: 6-foot chain-link fence with concertina wire.
    • Section C: 8-foot chain-link fence (orange line on attached SOW).
  • Installation of two new gates:
    • Gate A: 26-foot sliding powered gate with electronic keypad at entrance and exit, and a security camera mounted at the entrance (motion detection and memory card capability).
    • Gate C: 60-inch minimum swinging gate with mechanical cypher locks on each side.
  • Gate operator installation, including all necessary materials (220/120 voltage available on-site).
  • No new signage installation required.
  • No as-built survey required post-construction.

Responsibilities

  • Conduct a site investigation prior to bidding to verify conditions and requirements.
  • Coordinate with the unit Point of Contact (POC) to ensure vehicle relocation during fence removal.
  • Comply with all federal, state, and local laws, including obtaining necessary permits and licenses.
  • Adhere to labor standards, including prevailing wage rates as determined by the Department of Labor (Wage Determination: FL20260266).
  • Ensure all materials are new and of the most suitable grade unless otherwise specified.
  • Maintain a safe work environment in compliance with OSHA and other relevant safety standards.
  • Limit subcontracting to comply with small business requirements (FAR 52.219-14).
  • Flow down wage requirements to all subcontracts (FAR 52.222-11).

Technical Proposal Requirements

The technical proposal must include:

  • Vendor’s plan to perform the work as outlined in the Statement of Work (SOW).
  • If applicable, the name of any sub-contractor(s) and their past performance related to this type of work.

Project Details

  • Location: USCG Air Station Clearwater, 15100 Rescue Way, Clearwater, FL 33762.
  • Period of Performance: Work must commence no later than 10 business days after award (anticipated award date: 28 August 2026) and be completed within 30 days.
  • Work Hours: Monday through Friday, 0800 – 1500 (8 AM – 3 PM). No weekends or holidays authorized.

Site Visit

Highly recommended and encouraged. A site visit is scheduled for Wednesday, 29 July 2026 at 10:30 AM. Vendors must coordinate attendance with the unit POCs and ensure attendees have a proper government-issued ID for access.
