Security Engineering Manager

About the role
The principal responsibility is to ensure the effective delivery and support of the state of Delaware’s security controls across its network, systems, applications, and data. The manager will ensure that assigned services—such as Cloud, network, systems, middleware, endpoint, and other security services—are effectively deployed, maintained, and optimally configured to mitigate threats against the state.
This role is primarily leadership-focused, though the Security Engineering Manager is expected to be technically proficient in the disciplines supervised and provide modest direct technical support where required.

Responsibilities
- Staff supervision
- Identify and recommend optimal organizational alignments and staffing requirements
- Interview potential candidates and make hiring recommendations
- Orientation of new employees
- Prepare Performance Plans and Development & Training plans
- Direct day-to-day activities
- Develop staff through coaching, delegation, and stretch assignments
- Counsel employees on a continuous basis; perform periodic formal evaluations
- Identify and mentor a qualified Security Engineering Manager successor candidate
- Prepare and carry out Remedial Action Plans for underperforming employees as needed

- Project / Task / Resource management
- Ensure adequate support for mission-critical services, specifically avoiding “one-deep” support conditions
- Set project/task priorities for staff consistent with the overall priorities of DTI and customers
- Maintain sufficiently close contact with ongoing projects/tasks to maximize on-time and on-spec delivery; notify management in a timely manner of any projects/tasks that are out of compliance with plans
- Measure and manage staff resource utilization (man-hours); prepare projected resource plans and analyze vs. actual

- Attend various meetings and provide management reporting as needed
Requirements
- High school diploma or GED (required)
- Minimum of 4 years’ technical engineering experience in two or more of the following Security Engineering disciplines:
- Network Security Tools (Firewalls, IDS/IPS)
- Application Security Tools (Web Application Firewall)
- Endpoint Detection and Response (EDR)
- Cloud Security Systems and Tools
- Minimum of 4 years’ management experience in an IT environment characterized by multiple processing platforms and 24/7 operational support requirements
- Trained or experienced in performing organizational analysis including staffing levels, functional alignment, and skills assessment
Preferred Qualifications
- Bachelor’s degree in Computer Science, Information Systems, Security, Telecommunications, Networks, an I/T discipline, or a related field
- Certification in Cybersecurity or in one or more of the assigned mission-critical workgroup services
Pay
Yearly salary range: $98,868.00 – $110,499.00

Shift hours: 8:00 AM – 4:30 PM
