About the role

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. Established in 2012 and headquartered in Brussels, Belgium, the NCIA delivers:

• Cyber Security: Advanced solutions to protect NATO's communication networks and information systems against cyber threats.
• Command and Control Systems: Development and maintenance of systems used by NATO's military commanders to plan and execute operations.
• Satellite Communications: Secure and reliable communications between NATO forces.
• Electronic Warfare: Services to detect, deny, and defeat threats to NATO's communication networks.
• Information Management: Management of NATO's IT infrastructure, including databases, applications, and servers.

The Assistance and Advisory Service (AAS) program ensures the NCI Agency builds and maintains a high-performance workforce, including NATO International Civilians (NICs), Military (Mil), and Interim Workforce Consultants (IWCs). IWCs make up approximately 15% of the total workforce and play a critical role in delivering NATO’s C3 capabilities and CIS services.

Responsibilities

• Maintain records of the progress of a CIS through NATO security accreditation processes and the application of NATO security regulations.
• Review security accreditation documentation for CIS and make recommendations for approval, including:
  • CIS Description
  • Risk Assessment Results
  • System-Specific Security Requirements Statement
  • Security Operating Procedures
  • Security Test & Validation Plan
  • Security Test & Validation Results
  • Incident Reports
• Ensure verification activities are properly executed to confirm implementation of agreed security measures.
• Provide support and guidance to CIS developers and service providers, including those based in Europe.
• Contribute to updates of the statement of the security risk for ACT CIS.
• Liaise with other roles in the Security Accreditation process.
• Represent the ACT SAA in NATO Enterprise meetings, either in person or via VTC.

Requirements

• Certification in CIS security or cyber defence disciplines from a recognized scheme, such as:
  • Certified Information Systems Security Professional (CISSP)
  • GIAC Security Expert
  • ISACA Certified Information Security Manager (CISM)
• At least 5 years of demonstrated experience in CIS security, CIS development, or CIS service delivery.
• Within the 5 years above, at least 3 years of experience working in or directly supporting a national, international, or multinational CIS security accreditation, certification, or similar field.
• Demonstrated proficiency in English (STANAG 6001 SLP 3333 or equivalent).
• Active NATO or National SECRET (or higher) security clearance issued by a NATO member nation.
• Valid NATO nation passport with no travel restrictions to NATO nations.
• Minimum of 70 points in the Subject Matter Expert Criteria.

Skills

• Writing: Ability to prepare written documentation for technical and non-technical audiences, including grammar, sentence structure, and constructive critique of documents.
• Communication: Skill in conveying information verbally to senior leadership, delivering clear and effective communication, and understanding others.
• Computer Skills: Proficiency in Microsoft Office products (Word, PowerPoint, Excel, Access, Project, MS Teams, and SharePoint).

Qualifications

• 3 or 4-year university degree or equivalent national academic qualification in computer science, network security, cyber-security, or a related field.
• Advanced proficiency in English.

Contract Duration

September 2026 – December 2029.

Security Clearance

Valid National or NATO Secret personal security clearance required.
