SDA Radar Systems Sustainment Program Manager
Position Summary
Odyssey Systems is seeking an A&AS contractor to support the US Space Force mission. The chosen candidate will provide Advisory and Assistance Services (A&AS) to the Government Program Office, focusing on the C-Band, Australia Radar within the Ground-based Sensors Branch of Combat Forces Command’s Integrated Mission Delta 2, 2nd Sustainment Squadron (CFC IMD2/2STS).
About the Role
The role involves supporting the Government Program Manager and executing tasks across Program Management and Engineering. Tasks include acquisition support, technical evaluation of vendor proposals, preparation of program documents, coordination of sustainment and modification budgets, and participation in technical interchange meetings.
Responsibilities
- Provide acquisition support: assist in developing acquisition strategies, cost estimations, requirements, statements of work, and requests for proposal
- Review and provide technical evaluation of vendor proposals for sustainment, contractor re-competes, upgrades and modifications
- Prepare and staff required program and contract documents; interact with financial, contract, scheduling, risk management, and execution activities and personnel
- Support and draft inputs to sustainment and modification budgets for the US Government program manager; assist in developing annual government budget items and justifications for each in the Comprehensive Cost and Requirement (CCaR) and Sustainment Planning, Execution, and Reporting (SPERS) systems
- Career Development
- Coordinate, review and provide input to and comments during the development of system design documentation including technical requirements documents (TRDs), capability description documents (CDDs), capability production documents (CPDs), interface control documents (ICDs), and system specifications
- Organize and support working group meetings across multiple organizations; research, provide recommended solutions and/or resolve questions, issues, and risks identified in IPT meetings; develop and provide recommended actions to the Government Program Management team and to Portfolio and Division senior management; coordinate with prime contractors, depot contractors, and Government functional teams
- Develop strategies, plans and packages for classified and unclassified document submissions and facilitate associated life cycle cost planning and benefit analyses, partnering, acquisition of data rights, and provisioning, staffing packages through process and final approval
- Review and provide relevant critical feedback on contractor prepared schedules, budgets, development and test plans
- Provide program oversight support to the Government team; prepare briefings, reports, and informational analyses in support of the Division’s programs; identify and prepare consolidated lessons learned reports from applicable related programs
- Travel to CONUS and OCONUS locations upon government direction
Qualifications
- Citizenship: Must be a US citizen
- Clearance: Active Secret clearance, able to obtain a Top Secret/SCI clearance
- Education: Bachelor’s degree in engineering, program management, or a related field
- Years of Experience: 4 years of directly relevant experience performing program management activities within an Air Force, Space Force, DoD, Intelligence, or Missile Defense Agency Acquisition organization
- Certifications: Project Management, Earned Value Management, or related training
Preferred Qualifications
- Clearance: Active DoD Top Secret/SCI clearance, agreeable to polygraph
- Education: Master’s degree in engineering, program management, or a related field
- Years of Experience: 8 or more years of experience with 4 or more years of experience performing program management activities within an Air Force, Space Force, DoD, Intelligence, or Missile Defense Agency acquisition organization
- Certifications: Defense Acquisition University (DAU), Department of Defense Acquisition Workforce Improvement Act (DAWIA) Program Management, PMP, or equivalent
Location
Work is performed at 2424 Garden of the Gods Road in Colorado Springs, CO. Travel: Up to 25% to CONUS and OCONUS (Primarily Australian) locations upon Government direction

Hybrid – potential for 1-2 days per week of tele-work at the discretion of the Government
