About the role

The Scrum Master serves as a servant leader and agile coach for one or more project teams, facilitating Scrum events and removing impediments so the team can deliver value effectively. The role promotes and supports the adoption of agile and Scrum principles, practices, and rules across the Judicial Branch, working closely with the Product Owner, development team, and stakeholders to continuously improve team performance and delivery outcomes.

Responsibilities

  • Facilitate Scrum events (daily stand-ups, sprint planning, retrospectives, etc.) to drive consensus and keep teams focused on outcomes.
  • Remove impediments that block team progress and delivery of value.
  • Coach and mentor team members on agile practices, self-organization, and continuous improvement.
  • Foster a collaborative team environment that encourages transparency, accountability, and stakeholder engagement.
  • Use agile project management tools (e.g., Azure DevOps, Jira) to manage sprints and backlogs.
  • Identify and resolve conflicts within teams and across stakeholder groups.
  • Communicate information and ideas effectively to business staff, technical staff, and end users, tailoring messaging to the audience.
  • Influence without direct authority to align stakeholders and drive agile adoption.

Requirements

  • Bachelor’s degree in Business Administration, Computer Science, Information Technology, or a related field and two years of professional experience facilitating agile or Scrum teams, or serving in a project coordination or Scrum Master capacity. Job-related work experience may substitute for educational qualifications on a year-for-year basis.
  • Certified Scrum Master (CSM) or Professional Scrum Master (PSM) certification preferred.
  • Knowledge of agile frameworks and methodologies, including Scrum, Kanban, and SAFe.
  • Experience supporting multiple concurrent Scrum teams or working within a scaled agile framework (SAFe) is a plus.
  • Experience serving as a Scrum Master or agile coach within a government or judicial branch technology environment is preferred.

  • Conflict resolution within teams and across stakeholder groups.
  • Verbal and written communication tailored to diverse audiences (business, technical, end users).
  • Ability to influence without direct authority.

Schedule

Monday–Friday, 9:00 AM to 5:00 PM (hybrid schedule consistent with Judicial Branch policy).
