SCIF Special Security Representative

Responsibilities

  • Administer and support the SCI security program for assigned SCIF spaces, ensuring compliance with applicable DoD, IC, Air Force, and local security guidance.
  • Operate in accordance with DoDM 5105.21, ICD 704, ICD/ICS 705, AFMAN 14-403, DD Form 254 requirements, and other applicable SCI security policies and procedures.
  • Interface with the ACC/A2 SSO office for all matters related to SCI materials, access, visitor control, facility security, and security program compliance.
  • Provide oversight for SCI personnel, information, physical, and technical security actions, including TEMPEST, TSCM, access control, and SCIF security procedures.
  • Properly account for, control, transmit, transport, package, safeguard, disseminate, and destroy SCI materials in accordance with applicable manuals, policy, and local procedures.
  • Serve as an official channel for certifying and receiving SCI visitor clearances and access approvals, including validation of clearances for non-badged visitors.
  • Maintain and validate the SCIF access roster, alarm access records, visitor access documentation, and other required security records.
  • Maintain accurate personnel security information in the Defense Information System for Security (DISS) for personnel under assigned cognizance.
  • Provide guidance and assistance for processing SCI position and eligibility requests and coordinating access-related actions.
  • Report, document, and assist in investigating unauthorized disclosures of classified intelligence information in accordance with applicable guidance.
  • Maintain continuing liaison with non-SCI security officials, installation security offices, facility custodians, ISSOs/ISSMs, and other security stakeholders.
  • Manage and inspect required SCIF documentation, including SF 700, SF 701, SF 702, AFTO Form 36, Optional Form 89, container records, combination change documentation, and inspection records.
  • Ensure all SCI containers, secure phones, secure cards, copiers, shredders, classified systems, media, and associated security approval letters are properly documented, labeled, maintained, and accounted for.
  • Approve and account for new media entering the SCIF, ensure proper classification markings and labeling, prevent unauthorized media use, and maintain media destruction or transfer logs.
  • Enforce SCIF restrictions related to cell phones, unauthorized media, uncleared personnel, and prohibited items.
  • Inspect SCIF security indicators, flashing lights, emergency exit alarms, security contact signage, and related physical security controls, notifying appropriate custodians when repair or updates are required.
  • Conduct or coordinate recurring SCIF security activities, including monthly SF 701/SF 702 updates, random entry/exit checks, quarterly alarm tests, and emergency exit alarm verifications.
  • Ensure all SCIF occupants complete and maintain required initial and recurring security training.
  • Assist in developing and delivering on-the-job security training to Government, military, and contractor personnel on SCI handling, SCIF procedures, security tools, and applicable policies.
  • Provide senior-level recommendations to improve SCIF security processes, strengthen compliance, reduce risk, and support mission assurance.

Requirements

  • Active Top Secret clearance with Sensitive Compartmented Information eligibility/access (TS/SCI) required.
  • Master's degree (MA/MS) from an accredited institution in Security Management, Criminal Justice, Intelligence Studies, Cybersecurity, Information Systems, Business, or a related field.
  • Over 10 years of relevant experience supporting SCI security, special security, SCIF administration, personnel security, information security, physical security, cybersecurity compliance, or Intelligence Community security programs.
  • Demonstrated experience supporting or managing SCIF operations, SCI access control, classified material handling, visitor control, security documentation, and facility security compliance.
  • Knowledge of applicable SCI and SCIF security guidance, including DoDM 5105.21, ICD 704, ICD/ICS 705, AFMAN 14-403, and related DoD/IC security policies.
  • Experience using or maintaining personnel security information in DISS or equivalent security systems.
  • Experience coordinating with SSO offices, ISSOs/ISSMs, security managers, facility custodians, commanders, and senior government stakeholders.
  • Experience maintaining required security forms, records, rosters, logs, container documentation, media accountability records, and SCIF inspection materials.
  • Ability to independently assess security compliance, identify risks or deficiencies, and recommend corrective actions.
  • Strong organizational skills and attention to detail, with the ability to manage multiple recurring security tasks, inspections, and compliance deadlines.
  • Excellent written and verbal communication skills, including ability to brief senior leaders and provide clear security guidance to SCIF occupants and visitors.
  • Completion of relevant security training, such as Special Security Officer, SCI security, SCIF management, personnel security, or information security training, is highly desired.

Work Environment

Primary duty location: Headquarters Air Combat Command (HQ ACC/A26), Joint Base Langley-Eustis, VA. Work will be performed primarily in or in support of SCI/SCIF environments. Occasional local coordination may be required with installation security, SSO, facility, communications, and law enforcement stakeholders.
