SCA UXO Quality Control Officer (Southern California field location)

About the Role

Parsons is seeking a UXO Quality Control Specialist to lead quality control efforts on site for Technical or Engineering projects. This role is part of the Federal Solutions team, delivering resources to U.S. government customers in defense, security, intelligence, infrastructure, and environmental sectors.

Responsibilities

• Meet the criteria for and perform the functions of a UXO-TIII, UXO Quality Control Specialist (UXOQCS), and UXO Safety Officer (UXOSO).
• Ensure compliance with DoD Military Service- and/or DDESB-approved site plans.
• Plan, coordinate, and supervise all on-site munitions response and operational range clearance activities.
• Supervise up to ten UXO teams.
• Assist in the development of required plans (e.g., quality control plans).
• Review and approve all field reports (e.g., daily reports, audits) and UXO team reports.
• Develop and implement the project’s quality control (QC) plan for MEC-related activities.
• Conduct and document QC audits of MEC-related activities for compliance with applicable requirements.
• Identify, document, report, and ensure completion of corrective actions for MEC-related activities.
• Prepare QC reports.
• Develop and implement explosives and health and safety plans in accordance with DoD, federal, state, and local requirements.
• Analyze potential risks (e.g., operational, explosives safety, general safety) and develop mitigating measures.
• Establish and enforce site-specific explosives safety requirements, including personnel limits and explosives safety quantity distance (ESQD) arcs.
• Conduct, document, and report safety inspections and ensure implementation of corrective actions.
• Ensure proper use of protective works and safety equipment within exclusion zones.
• Operate and maintain air-monitoring equipment at sites with known or potential airborne contaminants.
• Evaluate and approve the risk of movement (e.g., consolidation) of MEC within a Munitions Response Site (MRS) or operational range.
• Supervise and perform on-site destruction or demilitarization of MEC.
• Determine safety for initiating destruction and when engineering controls are required.
• Implement explosives storage plans in accordance with applicable guidance.
• Prepare administrative reports for munitions responses and operational range clearance activities.
• Develop and implement standard operating procedures and work plans for munitions responses.
• Assist in the preparation of risk and hazard analyses.
• Conduct daily site safety briefings.
• Supervise MEC-related activities performed at a site.
• Determine if MDEH (not known or suspected to be UXO) is safe to ship and properly document for transport.
• Package military munitions, commercial explosives, and MDEH for transport over Public Traffic Routes (PTRs).
• Serve as the UXO team leader.

Requirements

• Minimum of 10 years of EOD/MEC experience if a graduate of an EOD school, or 13 years if a graduate of a UXO Technician I school.
• Experience and qualifications must align with DoD Technical Paper 18 dated 24 June 2020.

Pay

Salary Range: $15.68 - $71.30 per hour.
