Safety Representative II

Provides health and safety guidance and support to the workforce. Ensures compliance with all applicable Federal, State, and local regulations. Reports to the Supervisor of Safety and maintains internal contacts with Production, Repair, Maintenance, Medical, and Emergency Response personnel.

Responsibilities

• Assist Safety Manager, Sr. Safety Representative(s), Industrial Hygienists, and other Safety Department personnel in performing their duties, including conducting routine compliance inspections, investigating accidents, and preparing reports.
• Conduct daily inspections of assigned areas to ensure compliance with Federal, State, and local regulations and NASSCO health and safety policies; identify hazards or deficiencies and initiate corrective action through production supervision.
• Prepare written reports on inspections, accident investigations, statistical information on injuries and illnesses, and employee complaints or concerns.
• Write articles for Safety Grams, Gangbox topics, or other training programs; review reports and articles generated by subordinates.
• Conduct safety training classes, including new hire safety orientation, employee recall safety orientation, and specialized safety training; conduct subcontractor safety orientation.
• Review current literature and trade publications to remain current on OSHA and other applicable health and safety standards and regulations.
• Attend or conduct safety-related meetings with management, employee safety committees, and production training sessions.
• Establish working relationships and communicate regularly with department, stage, area, and ship managers.
• Participate in Safety Management System audits and other activities required by OHSAS 18001.
• Provide Production Managers and Supervisors with tools to ensure a safe working environment; assist in eliminating at-risk conditions and behaviors.
• Coach and train employees on safety requirements and safe work practices; enforce safety policies and procedures.
• Perform other responsibilities and duties as assigned.

Requirements

• High School diploma or equivalent.
• Minimum of one (1) year of experience as a Safety Representative at NASSCO, or a minimum of two (2) years of full-time experience in safety enforcement and related duties in industrial or commercial plants and/or construction sites.
• Continuing education in approved Health and Safety courses toward a Professional Certificate in Occupational Health and Safety or equivalent.
• Ability to communicate effectively, both orally and in writing, to interact with management and employees.
• Ability to obtain access to military bases.
• Knowledge of:
  • Applicable Federal and State OSHA regulations.
  • Presentation techniques for health and safety training.
  • Techniques used to recognize health and safety hazards.
  • Working with hazardous materials.
  • Ship configuration, shipbuilding techniques, and shipyard operations.
  • Safe operation of tools and machinery.
  • Use of computer software programs (Word, Excel, WordPerfect, Lotus).

Physical Demands

• Work at heights and in confining or restricted spaces aboard vessels under construction/repair.
• Daily inspections require climbing ladders, working at heights, walking on scaffolding, and observing the use of tools and operation of equipment/machinery.
• Physical dexterity for bending, reaching, climbing, crawling, and working on ladders and scaffolding.
• Ability to walk to all yard locations and lift up to 50 pounds.
• Visual abilities include close, distance, and peripheral vision, depth perception, and color recognition.
• Occasional exposure to vapors, gases, dust, welding/burning fumes, and smoke.
• Up to 70% of time spent in an outdoor shipyard environment in all climates.
• Moderate to extremely noisy environment 70% of the time, including sirens, horns, chipping, and hammering.

Accountability

• Ensures NASSCO’s Injury and Illness Prevention Program meets company and regulatory requirements and is effectively implemented.
• Responsible for the effective and efficient operation of the Safety and Fire Departments and for administering NASSCO’s Safety Management System.

Pay

$80,800 - $109,900 per year. This range is an estimate and considers factors such as skill sets, experience, training, and education.
