ROW Review Appraiser II or III

This position is with the Montana Department of Transportation (MDT) in the Right of Way Bureau, serving as a field authority in conducting property appraisals to determine fair market value for property acquisitions. Responsibilities include reviewing completed appraisal reports and approving just compensation for landowners. Preferred office locations are Missoula or Billings, though other locations may be considered based on district workload and space availability. Responsibilities

• Conduct property appraisals for standard and specialized property types to determine fair market value for acquisitions.
• Review and approve completed appraisal reports to ensure just compensation for landowners.
• Apply knowledge of eminent domain, real estate law, land titles, transfer documents, and federal aid project requirements.
• Coordinate multiple projects and translate technical/legal information for broad audiences.
• Analyze and interpret statistical information and provide clear written and verbal communications.
• Develop techniques and procedures to achieve goals and provide technical assistance to team members.
• Assess complex issues, identify root causes, and develop alternative solutions.
• Make engineering presentations to the public and demonstrate leadership in a high-stress, multi-task environment.

Requirements

• High school diploma or equivalent, with knowledge and skills acquired through a combination of education and experience.
• Level 2: Four (4) years of work experience in real estate appraisal.
• Level 3: Seven (7) years of work experience in real estate appraisal.
• Hiring preference given to applicants with education, licensure/certification, and demonstrated experience in eminent domain appraisal, residential, and/or commercial real estate appraisal.
• Montana Certified General Appraiser License preferred (department covers fees and continuing education for employees pursuing or holding this license).
• Extensive knowledge of real estate appraisal concepts, theories, and principles, including eminent domain, real estate law, and federal/USPAP standards.
• Working knowledge of land surveying, highway engineering design, construction methods, and building materials.
• Proficiency in standard office software (e.g., Word, Excel) and ability to analyze statistical information.
• Strong written and verbal communication skills, with the ability to handle sensitive issues.
