About the Role

This single-incumbent management position reports to the Assistant General Manager of Human Resources or the Division Lead of HR. As a member of the Park District’s management team, the Risk Manager plans, organizes, and implements the goals, objectives, policies, and priorities of the Park District’s risk management and occupational health and safety programs.

Responsibilities

  • Plan, develop, implement, and evaluate risk management and occupational health and safety programs, including insurance, risk reduction, accident prevention, loss control, self-insured liability, workers’ compensation claims, safety compliance, and emergency response.
  • Develop short- and long-term program plans; supervise and evaluate professional, technical, and support staff, as well as consultants and contractors.
  • Establish program standards, goals, and objectives aligned with the Park District’s mission, vision, and master plan.
  • Assess compliance with federal, state, and local laws, regulations, and guidelines; recommend updates as needed.
  • Maintain District-wide health and safety policies, procedures, and directives; update safety-related manuals and documentation.
  • Oversee safety audits, investigations, facility inspections, job hazard analyses, and risk evaluations.
  • Advise on workplace violence issues and participate in threat assessments; implement recommendations or investigate incidents.
  • Develop and administer the budget for assigned programs and projects; assist in preparing the Division’s annual budget.
  • Oversee insurance contract reviews, revisions, and approvals; interface with the Legal Division on contract language.
  • Determine appropriate insurance coverage; market, negotiate, and purchase casualty and property insurance District-wide.
  • Manage the Park District’s self-insurance program.
  • Oversee the preparation, review, and processing of departmental, state-mandated, and statistical reports (e.g., OSHA logs, workers’ compensation reports, accident reports).
  • Collaborate with internal divisions to identify and analyze potential exposure to loss and safety hazards; design and implement risk mitigation measures.
  • Develop and conduct District-wide risk management and occupational health and safety training and education programs.
  • Review property, casualty, workers’ compensation, disability, and self-administered liability claims; monitor claim activity and coordinate resolutions.
  • Assist in overseeing workplace accommodations, the Return-to-Work Program, and the Department of Motor Vehicles Employer Pull Notice (EPN) Program.

Requirements

  • Equivalent to a bachelor’s degree from an accredited college or university in risk management, business or public administration, occupational safety, or a related field.
  • Five years of full-time experience administering a comprehensive risk management, loss control, industrial hygiene, or occupational health and safety program, including two years in a supervisory capacity.

Qualifications

  • Possession of a valid Class C California Driver’s License; ability to travel to various Park District locations as required.
