Job Responsibilities

  • Plans, organizes, and directs right-of-way acquisition, claims payment, and data management programs.
  • Develops and implements policies, regulations, and procedures applicable to the program area.
  • Reviews plans for projects, makes assignments to agents, and provides technical assistance.
  • Confers with property owners, legal advisors, Agency staff, and other branches of state government to resolve issues of just compensation and payment of claims.
  • Researches courthouse records to verify ownership, encumbrances, and conditions of sale.
  • Consults with legal counsel and serves as agency representative in condemnation/mediation cases; testifies in court.
  • Ensures project documentation is properly inventoried and retained.
  • Ensures all claims payments are made in a timely manner.
  • Represents agency at public information meetings to provide details of upcoming projects and answer right-of-way questions.
  • Oversees and manages lower-level right of way agents in areas of acquisition, relocation, quality control, data management/retention.
  • Organizes and prioritizes work plans for lower right of way agents.
  • Attends project meetings, field scoping meetings, conference calls, etc. with Agency staff, outside legal counsel, and outside vendors and provides input concerning right of way issues.
  • Provides comprehensive review of all acquisition, relocation, claim payment, and data management/retention documentation prepared by lower-level right of way agents.
  • Serves as a resource to appraisers and legal counsel on condemnation issues.
  • Provides expert court testimony as needed.
  • Prepares written and/or verbal correspondence and reports in response to inquiries from landowners, internal units, and the general public.

Minimum And Additional Requirements

  • A bachelor's degree and three (3) years of right-of-way, real estate, property appraisal, or related experience; or an approved acceptable equivalence.
  • A valid motor vehicle operator's license.

Physical Demands

  • Sitting or standing at a desk for extended periods of time.
  • Bending, stooping, reaching, twisting, climbing, balancing, and kneeling.
  • Lifting up to 50lbs.
  • Walking for extended periods.
  • Treading rough terrain.
  • Working in close proximity to motoring traffic.
  • Working in natural environmental hazards.
  • Might be required to work outside normal scheduled work week; especially during inclement weather.
