About the Role
Percheron is seeking a Senior Right of Way Agent located within driving distance of Indiana, PA. Under the direction of the Lead Agent or ROW Supervisor, this role requires excellent working knowledge of all right of way disciplines, including title, permitting, acquisition, and documentation, as well as expertise in property valuation, survey drawings, and alignment sheets.
Responsibilities
- Research, negotiate, and execute purchases or leases of land agreements and right of way for construction to meet organizational goals.
- Determine land ownership interests, including surface ownership and owner locations.
- Identify and acquire required construction permits and provide details of permit requirements.
- Oversee land-related legal issues, including title transfers, deeds, construction, mortgage concerns, and zoning.
- Resolve legal matters related to land acquisitions, including easements, damage settlements, and permit acquisition.
- Prepare daily activity reports and special agent reports for complex negotiations.
- Perform internal and external due diligence to ensure accuracy and completeness of land rights or identify deficiencies requiring remedial action.
- Serve as a liaison with landowners/tenants on ownership, easement rights, damage claims, and access issues.
- Follow established company and client policies, procedures, and processes to perform work.
- Review third-party development plans and right of way records (e.g., easements, permits) to identify conflicts.
- Maintain up-to-date status with designated upper-level right of way agent or project manager/supervisor.
- Perform other duties as assigned.
Requirements
- Minimum of two years of experience in the Right of Way industry.
- Excellent working knowledge of applicable laws, rules, regulations, right of way policies, procedures, terminology, and real property acquisition policies.
- Knowledge of settlement instruments and contract terms.
- Expertise in property valuation, survey drawings, and alignment sheets.
- Understanding of land-related contracts and agreements, including fee simple, rights-of-way, leases, temporary workspace agreements, licenses, permits, ordinances, and franchise agreements.
- Experience with acquisition and relocation documents, notices, processes, and procedures.
- Ability to plan and organize workload, adjust to changing priorities, and work under pressure with minimal supervision.
- Ability to complete right-of-way transactions independently.
- Ability to interpret alignment sheets and plats.
- Proficiency in performing land title research.
- Strong oral and written communication skills with a customer-focused approach.
- Excellent interpersonal skills to build relationships.
- Good judgment and experience handling confidential information.
- Ability to work autonomously and collaborate effectively in a team environment.
- Strong attention to detail, planning, organization, and time management skills.
- Willingness to assume additional or new responsibilities as needed.
- Ability to maintain regular attendance and work an adjusted schedule or overtime as required by project demands.
