Revenue Cycle Shared-Service Implementation Lead, Design Integration (Senior Consultant)

Responsibilities

  • Serve as shared-service lead, coordinating standardized revenue cycle operations between UBO Enterprise and the MTFs.
  • Own billing system integration, owning the integration of policy, operational, and workflow changes into billing system design and implementation, ensuring alignment from intake through release.
  • Translate policy and operational changes into system logic, interpreting policy, regulatory, and operational changes and identifying impacts on billing logic, claims, edits, statements, and workflows.
  • Bridge operations and system design, engaging Operations, Information Technology (IT), Compliance, and Patient Financial Services so requirements reflect real workflows, and validate system design, configuration, and changes against requirements.
  • Lead testing and validation, defining test scenarios tied to billing logic, validating outputs such as claims, statements, and balances, and ensuring issues are resolved before go-live.
  • Capture system tickets, dependencies, and risks, submitting system-related change requests through appropriate governance forums and tracking channels and escalating risks proactively.
  • Lead Shared-Service Implementation Specialists, directing a dedicated team through stand-up, IOC achievement, and progression to FOC.
  • Define sequencing and site-selection criteria, defining rollout sequencing and the criteria used to select and prioritize sites.
  • Define IOC and FOC thresholds, establishing readiness and exit criteria for each capability stage.
  • Anchor the implementation perspective in design, partnering with the Policy Analysts and Program Manager on RACI development, workflow definition, internal control design, and service-level definition.
  • Maintain documentation and provide briefings, documenting system impacts and decisions and briefing DHA UBO leadership, the UBO Process Action Team (PAT), and the program team.

Requirements

  • Strong understanding of revenue cycle operations (charge capture, billing, collections, denials, and compliance) and how back-end operations run at scale.
  • 7+ years of experience in a large health system or multifacility healthcare environment, including revenue cycle operations or shared-service operations implementation.
  • Demonstrated experience integrating policy and operational changes into billing system design, configuration, and implementation.
  • Experience with billing and patient accounting systems, including system configuration, edits, and claims and statement logic.
  • Experience defining and supporting testing and validation of billing logic and outputs (claims, statements, balances), and coordinating system change requests, dependencies, and risks across operations and IT.
  • Experience standing up or operating shared-service or multi-site operations.
  • Experience defining workflows, RACI and decision rights, internal controls, and service levels.
  • Experience developing implementation plans, sequencing, and readiness criteria (such as IOC and FOC thresholds or comparable capability gates).
  • Proven ability to lead implementation teams and manage execution across multiple sites toward shared milestones.
  • Strong analytical and problem-solving skills, with the ability to translate operational realities into design and execution decisions.
  • Strong written and verbal communication skills, with the ability to present plans and recommendations to senior leadership.
  • Able to manage competing priorities across multiple facilities and stakeholders in a dynamic, deadline-driven environment.
  • Proficiency in Microsoft Office applications, including Project, Excel, PowerPoint, Word, and Visio.

Qualifications

  • Bachelor's degree required; Master's degree preferred.
  • U.S. citizenship; eligibility for a Department of Defense (DoD) Public Trust.

Skills

  • Experience within the Military Health System (MHS) or DHA environment.
  • Knowledge of UBO operations and the three cost-recovery programs: Third Party Collection (TPC), Medical Service Accounts (MSA), and Medical Affirmative Claims (MAC).
  • Familiarity with MHS GENESIS / Oracle Cerner Patient Accounting (CPA) and federal financial statement audit readiness.
  • Project Management Professional (PMP) or Lean Six Sigma certification.
