Revenue and Budget Manager, Health and Human Services Agency

The County of San Diego's Health and Human Services Agency is seeking an experienced finance manager to lead a dynamic team focused on maintaining and improving the fiscal stability of the agency.

About the Role

Current openings are available for the position of Revenue and Budget Manager within the Financial and Support Services Division (FSSD) of the Health and Human Services Agency (HHSA). This role involves overseeing agencywide budgetary or fiscal operations with annual appropriations exceeding $3.2 billion.

• Agency Budget Office: Provide oversight of agencywide budgetary operations, including financial management and analysis, budget preparation, ongoing monitoring through fund balance activities, financial forecasting, and revenue analysis specific to health and social services. Supervises professional staff.
• Fiscal Services: Provide oversight of agencywide fiscal operations, including financial and accounting administration of health and social services through management of Accounts Payable, Accounts Receivable, Revenue Claims and Cost Reports, Financial Reporting and Audits oversight, financial planning and analysis, interpretation of State and federal laws, knowledge of Enterprise Resource Planning (ERP) systems, and managing teams. Supervises professional and paraprofessional staff.

Requirements

• A bachelor's degree from an accredited U.S. four-year college or university with a major in accounting, business, public administration, or a closely related field.
• Five years of progressively responsible accounting or analytical experience in local government.
• Specialized training in economics, statistics, or problem-solving is highly desirable.

Hiring Timeline
