About the role
The Division of Fiscal Policy and Management is seeking a Revenue and Reimbursement Agent in Financial Benefits & Entitlements Assistance & Management (FBEAM) to help people with developmental disabilities live richer lives. The agent is part of the FBEAM team responsible for securing Medicaid, Medicare, SNAP, Supplemental Security Income, Social Security, and other benefits for individuals with developmental disabilities residing in state operations. The agent will also act on behalf of New York State Medicaid as a district worker, dealing with nonprofit agencies and the individuals they serve.
Responsibilities
- Investigate and determine potential eligibility or continued eligibility for all financial benefits and assistance available to people with developmental disabilities.
- Develop financial benefits and entitlements; protect and preserve assets and continue eligibility for financial benefits.
- Maximize reimbursement by establishing charges and arranging payments.
- Communicate with Central Office, DDSOOs, DDRFOs, other State and Federal agencies, community agencies, people with developmental disabilities, their relatives, and other advocates.
- Assist in financial benefits presentations and trainings.
- Complete special projects and assignments as assigned by supervisor.

Requirements
Open Competitive:
- Resources & Reimbursement Agent Trainee 1, NS (SG-14): Four years of experience conducting financial reviews and evaluations, determining payment sources, and developing and submitting claims for health care and treatment costs.
- Resources & Reimbursement Agent Trainee 2, NS (SG-16): Five years of experience conducting financial reviews and evaluations, determining payment sources, and developing and submitting claims for health care and treatment costs.
- Resources & Reimbursement Agent 1, SG-18: Six years of experience conducting financial reviews and evaluations, determining payment sources, and developing and submitting claims for health care and treatment costs.
Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Competitive: Candidates must be reachable for appointment on the current Civil Service Eligible List or the Professional Career Opportunities (PCO) Eligible List for this title.
Transfer: Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
55 B/C Qualifications: Possess the minimum qualifications for this title as established by the Department of Civil Service and listed on the most recent exam announcement. Meet the applicable minimal mental and/or physical requirements for the job (with a reasonable accommodation, if necessary). Have a current Eligibility Letter from the NYS Department of Civil Service.

- Resources & Reimbursement Agent Trainee 1: $57,764*
- Resources & Reimbursement Agent Trainee 2: $63,994*
- Resources & Reimbursement Agent 1: $70,951* - $89,138*
*Amounts include Downstate adjustment ($4,000).
