Resident Engineer
About the role
This Opportunity WSP is currently initiating a search for a Full-Time Resident Engineer for our Peoria, IL office. Be involved in projects with our Construction Management team and be a part of a growing organization that meets our clients' objectives and solves their challenges. The Resident Engineer will serve as the client’s on-site representative and primary point of contact during construction.
Responsibilities
- Provide full-time, on-site oversight of all construction activities, including deep excavation, rock support, structural concrete, mechanical, electrical, instrumentation, and site work.
- Act as the client’s authorized on-site representative for administration of the construction contract.
- Interpret and enforce contract plans, specifications, permits, and regulatory requirements.
- Chair construction progress meetings with contractors and client staff; prepare and distribute meeting minutes.
- Review and monitor the Contractor’s baseline schedule and periodic updates; identify risks and coordinate corrective actions with the client.
- Review and verify contractor pay applications, quantities, and supporting documentation prior to client approval.
- Review RFIs, field changes, and change order proposals; provide technical evaluations and written recommendations to the client.
- Maintain accurate project records, including daily reports, quantity tracking, correspondence, and photo documentation.
- Manage inspection to oversee activities to ensure work conforms to approved plans, specifications, and quality control requirements.
- Coordinate review of submittals and shop drawings with the design engineer and City.
- Manage quality control/assurance testing staff for field testing.
- Observe and document system start-up, and commissioning of pumping, mechanical, electrical, and control systems.
- Develop punch lists and support project closeout, final inspections, and acceptance.
- Monitor contractor compliance with approved Safety and Health Plans, site-specific safety plans, and OSHA requirements.
- Promote a strong safety culture and immediately address unsafe conditions.
- Ensure compliance with environmental permits, and applicable City, State, and Federal regulations.
- Maintain daily coordination with the client and project representatives.
- Interface with design engineers, inspectors, utilities, and regulatory agencies as required.
- Provide regular written and verbal status updates to the client addressing progress, schedule, budget, quality, and safety.
- Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.
- Perform additional responsibilities as required by business needs.
Requirements
- Bachelor's Degree in Civil Engineering, Construction Management or relevant discipline OR equivalent experience
- Minimum 12 years of progressive construction inspection and/or construction management experience, including experience as a Resident Engineer or similar supervisory role.
- Direct experience serving in a Resident Engineer, Construction Manager, or similar lead role on at least one constructed Combined Sewer Overflow (CSO) storage tank or comparable large underground wastewater storage facility is required.
- Strong understanding of construction sequencing and risk management specific to CSO and wastewater infrastructure.
- Proven experience with construction contract administration, pay applications, RFIs, and change orders.
- Strong knowledge of construction contract administration, scheduling, cost control, and change management.
- Excellent written and verbal communication skills.
- Proficiency with standard construction documentation and reporting tools (Microsoft Office, Excel).
Preferred Qualifications
- Illinois Professional Engineer (PE) license.
- Experience working directly for municipal clients.
- Familiarity with electronic construction management systems (e.g., e-Builder or similar).
- OSHA 10-hour (or higher) certification.
