Description Duties Description Under the direction of Head of the Prevention Data Management and Analysis Unit, the Research Scientist 2 duties include but are not limited to: Support the Operation and Transformation of the OASAS Prevention Data System Work with subject experts in substance use and gambling prevention and prevention data collection to:Independently extract and perform analysis of prevention data to identify data quality, performance, and compliance with applicable guidelines.Identify key data collection needs for federal reporting and OASAS performance monitoringOversee management of the Help Desk email and serve as frontline staff in responding to inquiries from providers including prevention data system errors, data deletion requests, account management etc.Support variety of data requests activities under supervision of higher-level Research Scientists including federal reporting, internal OASAS needs, external requests etc.Assist higher-level Research Scientists in expanding the data visualization footprint for prevention dataConduct literature reviews and research related to indicator development.Manage training materials library and support for increasing utilization of available resources by providers Surveillance Survey Activities Clean and analyze data from agency and external sources (youth surveys, BRFSS, etc.) to support agency publications (e.g. Addiction Data Bulletins), and research projects evaluating prevention programming in the state. Collaborate in data analysis and development of multiple data dissemination products. Conduct related research for new topics and/or question refinement including literature reviews for future surveys. Minimum Qualifications Minimum Qualifications Non-Competitive: bachelor’s degree and three years of professional research experience in an appropriate field. Examples of acceptable degree fields are Public Health, Public Policy, Public Administration, Sociology, Psychology, Health Administration, Addiction Studies, Education, Human Services, and other related fields. Preferred Qualifications Master’s degree in an appropriate field* Strong written communication skills Experience conducting literature reviews and policy research Familiarity with SAS, R, SPSS, or STATA for data cleaning, management, and analysis Experience with Tableau or ArcGIS for data visualizationAppropriate fields include biostatistics, sociology, public policy, public administration, epidemiology, public health, etc Additional Comments Excellent Health Insurance Benefits Including Vision and Dental, NYS Employees Retirement System (Pension), Optional Deferred Compensation, Continuing Education Benefits, Generous Paid Leave Benefits, Compensation for 12 State holidays per year. The salary range listed in this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
