The Department of Pathology at UC San Diego aims to achieve the highest standards in patient care, research and education. The Department provides diagnostic pathology services in a wide variety of subspecialties with highly trained subspecialists who are recognized for their expertise. The Department’s research programs are diverse and interface with a wealth of basic and translational research programs that are a hallmark of UC San Diego.
Responsibilities
- Financial analysis, fiscal management and administration of a full range of extramural grants, contracts, subcontracts, clinical trials funding, and service agreements from complex multiple Grants (direct and indirect).
- Major functions and tasks for pre- and post-award administration including investigator eligibility and completeness of all documentation for animal, human subjects, biohazards and radiation use protocols preparation through review and submission of proposal, award management and award closeout.
- Training of new fund manager, fiscal assistant and faculty training on department, university, and agency regulations, policies, and procedures.
- Consultative services to department administrators and faculty.
- Prepare, analyze and summarize faculty compensation and fund management activities for the department.
- Serve as lead fund manager for pre/post award activities.
- Conduct analysis, make decisions, and implement execution plan for department faculty compensation functions.
- Manage salary negotiation worksheets using knowledge of available funding sources, including general funds, contracts and grants and a variety of clinical and non-federal funds for final salary meetings with the Chair for subset of faculty.
- Use high-level technical expertise to solve complex grant- and fiscal-related problems and address faculty concerns.
- Develop and/or oversee research proposals, awards and / or transactions related to contract and grant management and maintain contract and grant records in compliance with institutional research sponsor policies.
- Complete and approve transactions for signature by manager or other authorized institutional official.
- Work on complex proposals and awards that may involve multiple investigators and / or multiple sub awards.
- Guide less experienced staff.
- Manage significant volume of transactions.
- Perform complex financial analysis and customized reporting.
- Maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas.
- Maintain current knowledge of compliance regulations in all areas of research administration.
- Knowledge & ability to interpret grant information from online systems, ie NIH eRA Commons and satisfy requirements.
- Process PPS funding changes.
- Ability to assess and contribute to development of automated systems to facilitate financial functions.
Requirements
- Seven (7) years of related experience, education/training, OR a Bachelor’s degree in related area plus three (3) years of related experience/training.
- Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.
- Thorough knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.
- Ability to manage significant volume of transactions.
- Ability to perform complex financial analysis and customized reporting.
- Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
- Maintains current knowledge of compliance regulations in all areas of research administration.
- Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.
- Demonstrated knowledge of IFIS, FinancialLink, PPS, or equivalent programs.
- Proven ability to convert data into informative report formats in order to analyze complex financial issues, recognize potential impacts, identify creative and alternative solutions and make recommendations.
- Demonstrated in-depth working knowledge of full range of federal and non-federal agency requirements and regulations for sponsored research such as OMB Circulars, A-21, A-110, A-133. Knowledge & ability to interpret grant information from online systems, ie NIH eRA Commons and satisfy requirements.
- Proven knowledge of SOM academic salary administration and ability to process PPS funding changes.
- Demonstrated knowledge of academic compensation and benefits policies and administration.
Preferred Qualifications
- Demonstrated ability to interact positively and effectively with a range of constituents including PIs, program staff, outside agencies and UCSD centralized services.
- Demonstrated knowledge of University policies and procedures and demonstrated knowledge and use of the PPS, UC Web-based systems and other University systems.
- Demonstrated ability to assess and contribute to development of automated systems to facilitate financial functions.
