About the role

Under the general supervision of the Senior Transportation Engineer (District Traffic Safety Branch Chief), the Research Data Analyst II independently performs complex research, statistical, and analytical assignments supporting the District 11 Traffic Safety & Operations Branch. The incumbent collects, validates, analyzes, and interprets transportation data from multiple sources to support traffic operations, safety programs, statewide reporting, and management decision-making.

This position develops analytical tools, reports, dashboards, and data visualizations; evaluates program performance and data quality; and provides recommendations that support operational planning, continuous process improvement, and compliance with Department policies and program objectives.

Will consider Research Data Analyst I for eligible candidates.

Responsibilities

  • Perform difficult, varied, and complex research, statistical, and analytical assignments related to transportation data.
  • Collect, validate, analyze, and interpret transportation data from multiple sources to support traffic operations and safety programs.
  • Develop analytical tools, reports, dashboards, and data visualizations.
  • Evaluate program performance and data quality.
  • Provide recommendations for operational planning, process improvement, and policy compliance.
  • Attend meetings and occasionally travel to District offices, local agency facilities, or field locations to gather or validate information.
  • Conduct field observations, which may involve exposure to traffic, uneven terrain, varying weather conditions, noise, dust, and other environmental factors.

Requirements

  • Possession of a valid driver’s license is required when operating a State-owned or leased vehicle.
  • Eligibility for hire may be determined by your score on the Research Data Analyst II or Research Data Analyst I exam for those new to state civil service employment.
  • For candidates basing eligibility on education, unofficial transcripts/diploma must be provided for verification. Foreign transcripts/degrees require a U.S. equivalency evaluation report.

Qualifications

The Statement of Qualifications (SOQ) must address the following:

  • Describe how your education and experience have prepared you for the responsibilities of a Data Analyst II position.
  • Describe a project in which you gathered and analyzed large, complex datasets, including examples of data quality verification, preprocessing, or use of tools such as Access, GIS, or data visualization software.
  • Describe a situation where you identified a data integrity, workflow, or reporting issue. Explain the steps taken to diagnose and resolve the problem, and how the outcome supported improved decision-making or operational efficiency.

The SOQ must be typed, no more than two pages in length, and in 12-point Arial font.

Working Conditions

  • Primarily works in a climate-controlled office environment with artificial and natural lighting, using a computer and standard office equipment.
  • Requires prolonged use of a computer, keyboard, and monitor for research, data analysis, report preparation, and analytical product development.
  • May require occasional travel to District offices, local agency facilities, or field locations.
  • Fieldwork may involve exposure to traffic, uneven terrain, varying weather conditions, noise, dust, and other environmental factors.
  • Position may be eligible for telework at the discretion of the Department, with in-person attendance required as needed for operational needs.
  • Business travel may be required, with reimbursement subject to CalHR regulations or applicable bargaining unit provisions.
  • All commute expenses to the headquartered location (4050 Taylor St, San Diego, CA) are the responsibility of the selected candidate.

Pay

  • Research Data Analyst II: $6,647.00 - $8,325.00 per month.
  • New to State candidates will be hired at the minimum salary of the classification or minimum of alternate range when applicable.
  • Research Data Analyst I (alternate consideration):
    • Range A: $4,469.00 - $5,079.00 per month
    • Range B: $4,611.00 - $5,495.00 per month
    • Range C: $5,529.00 - $6,922.00 per month

Schedule

  • Permanent, full-time position.
  • Hybrid telework may be available, subject to Department policy and operational needs.
