Remote Healthcare Evaluation Specialist
This is a 4-month contract role with the potential for extensions. Candidates must be legally authorized to work in the United States and must be able to sit on Primary Talent Partners W2 without sponsorship. ACA-compliant supplemental package available for enrollment.
About the Role
Support evaluation methodology for patient programs and digital health tools, helping define study design, measurement strategy, vendor questions, evaluation frameworks, and patient outcome measurement approaches. This role is a core part of the Patient Health Innovation (PHI) organization, advancing the client's mission to close gaps in care and improve patient outcomes by ensuring scientific innovations reach all populations more effectively and equitably.
The Contractor for Patient Health Innovation (PHI) - Insights & Capabilities will support the PHI Analytic Lead in developing and communicating data-driven insights for population health programs. This role will support the implementation of measurement strategies including coherent study designs with robust KPIs and end-of-program evaluations for scalable analytic capabilities that inform brand, customer, and organizational strategy.
Responsibilities
- Support evaluation methodology, measurement plans, and study design discussions.
- Help translate technical methodology into clear guidance for non-data teams.
- Work with up to ~10 stakeholders, including internal team members, project leads, vendors, and analytics partners.
- Define what success looks like across PHI programs by translating business questions into key objectives, measurable performance indicators, and actionable analytic plans that enable evidence-based decision-making.
- Support the development and scaling of data insight generation tools and new analytic capabilities to identify, prioritize, and act on key opportunity areas across the patient journey.
- Partner closely with cross-functional teams, including external program vendors, marketing, and analytics teams, to ensure analytic solutions include clear success metrics, structured performance readouts, and actionable insights.
- Join or manage contracting/team stand-ups.
- Engage in a meeting-heavy role with independent deliverable work.
Requirements
- Bachelor's or Master's degree in public health.
- 4-6 years of relevant experience.
- Strong background in digital program measurement and evaluation with demonstrated fluency in pharmaceutical media approaches, particularly across vendor-supported programs that engage HCP-to-patient and direct-to-patient audiences.
- Experience designing and applying measurement strategies that assess program performance across business, customer, patient, and channel dimensions.
- Experience defining KPIs, baseline measures, targets, test-and-learn approaches, and performance monitoring plans that guide optimization over time.
- Strong background in health equity and the drivers of disparities is highly desired.
Qualifications
Must-haves:
- Evaluation science background.
- Study design experience.
- Understanding of control/intervention groups.
- Ability to identify and address bias in study designs.
- Experience with patient outcomes, patient behavior measurement, or healthcare program evaluation.
- Comfort with healthcare data types, such as:
- Claims data
- EHR data
- Real-world evidence data
- Vendor-provided or unstructured data
- Cross-functional collaboration and stakeholder management.
- Ability to translate complex data/methodology for non-data stakeholders.
- Project coordination / project management skills.
- Confidence to speak up in vendor or stakeholder meetings.
Preferred / Nice-to-haves:
- Public health background.
- Pharmaceutical or healthcare industry experience.
- Real-world evidence experience.
- Familiarity with patient engagement programs or digital patient support tools.
- Tools and capabilities experience (a plus, but not required).
- Experience working with external vendors.
- Clinical or patient-facing domain understanding.
Red Flags
- Too narrowly focused on programming only.
- Market research-only background without evaluation science.
- Epidemiology background limited mainly to community/public health without relevant pharma, healthcare data, or evaluation methodology experience.
- Lacks confidence to speak up or challenge/advise in meetings.
Pay
$48.00 - $58.00/hr; W2 contract, no PTO, no benefits.
