About the Role

The Contract Specialist provides support to the Contracting Team, focusing on vendor negotiations, contract development, and implementing contracting principles for purchasing equipment, supplies, and services. This role requires strong analytical, expense reduction, problem-solving, and customer service skills within a complex multi-facility supply chain environment. The specialist will source products and services, coordinate evaluations with stakeholders, and create contracts that drive organizational value.

Responsibilities

  • Ensure adherence to established purchasing policies and procedures across all departments.
  • Provide acquisition and contract management support, including administration of awarded contracts.
  • Develop and maintain systems to measure progress and report on outcomes.
  • Serve as a single point of contact for contractual matters to resolve supplier issues and maintain complex supplier relationships.
  • Apply knowledge of Supply Chain automated functions (preferably PeopleSoft) for materials and contract management, as well as project management.
  • Understand basic legal principles and commercial business terms.
  • Develop, present, track, and achieve departmental and organizational goals.
  • Communicate effectively to persuade internal and external stakeholders.
  • Incorporate appropriate terms and conditions into final contract documentation, ensuring compliance with contractual, financial, local, and regulatory requirements.
  • Adhere to HIPAA and Business Associate Agreement (BAA) requirements.
  • Facilitate and coordinate capital equipment, supply, and service needs in collaboration with stakeholders.
  • Assist in planning, implementing, and managing interdepartmental projects.
  • Execute pre- and post-award documentation and contractual documents in accordance with policies.
  • Provide contract management support for sourcing events.
  • Identify and implement appropriate Group Purchasing Organization (GPO) agreements (eLOCS) for goods and services, coordinating with Value Analysis as needed.
  • Work with vendors to manage product additions, deletions, and availability for assigned commodities, ensuring on-contract and price alignment.
  • Review and negotiate assigned purchase requisitions (CTR), including supply contracts, blanket orders, service agreements, capital equipment, and one-time purchases.
  • Collaborate with teams to identify and implement cost-reduction initiatives for goods and services.
  • Draft, negotiate, and execute RWJBH Standard Addendums and Business Associate Agreements with suppliers.
  • Resolve and reduce Price Match exceptions to ensure contract alignment.
  • Maintain a high level of contract coverage (95%+) for portfolio responsibility, ensuring accurate pricing and price file maintenance.
  • Verify and maintain the completeness of the contract file repository.
  • Perform other duties as assigned.

Requirements

  • Associate Degree or a minimum of two (2) years of experience in Supply Chain/Contract Management.
  • Five (5) years of related work experience in Contract Administration, Vendor Management, or Purchasing, preferably in a healthcare provider setting.
  • Proficiency in Microsoft Excel, Visio, Word, and PowerPoint; PeopleSoft preferred.
  • Knowledge of project management processes and systems to meet deadlines and achieve goals.
  • Ability to develop and present departmental and organizational goals.
  • Sensitivity to customer needs through quality service principles.
  • Strong oral and written communication skills to persuade stakeholders.

Pay

$68,724.00 - $97,073.00 per year. The compensation offered will depend on the candidate's educational background, skills, and professional experience.
