Regulatory Specialist
About the role
We are seeking a Regulatory Specialist with demonstrated experience within the energy sector, particularly in electric transmission and/or generation. This position will join Stantec’s North American network of over 1,400 environmental services professionals, with over 25 years of experience providing environmental services to energy clients.
Responsibilities
- Environmental regulatory and permitting responsibilities:
- Identify project-specific environmental regulatory requirements.
- Complete project desktop reviews to determine environmental constraints; draft documentation to summarize findings.
- Cookordination state, federal, and local government approvals, including the coordination of all required studies and reports as well as the preparation of the final submittal.
- Prepare environmental permit applications, including gathering supporting documentation, conducting assessments, and coordinating comment response with agencies.
- Write and review technical reports.
- Coordinate the preparation, review, and editing of technical documents, such as permit applications, CPCN applications, and other technical reports.
- Support public outreach for projects, including development of graphic representations and project literature and coordinating mass mailings of information to adjacent landowners.
- Attend public meetings in support of the project which may include presentations on the status of environmental studies and permit acquisition.
- Task/project management responsibilities may include:
- Managing tasks and project budgets.
- On-boarding and managing sub-consultants.
- Cookordination with clients, maintaining relationships with stakeholders, and internal project staff.
- Performing, reviewing and overseeing project technical work.
- Additional responsibilities may include:
- Cookordination, conducting, and/or leading field work.
- Ensuring QA/QC and Health and Safety requirements and procedures are identified and followed throughout a project's life cycle.
- Communicating and collaborating within Stantec Environmental Services and other Business Lines to ensure consistency in project execution.
- Aiding in the development of new project proposals as needed.
Qualifications
- Demonstrated experience with local, Commonwealth of Virginia and/or State of North Carolina, and federal environmental regulations, licensing, and permitting within the utility sector, specifically electric transmission and/or generation.
- Specific experience with the Section 404 Clean Water Act, Section 10 Rivers and Harbors Act, Section 7/10 Endangered Species Act, Section 106 National Historic Preservation Act, Virginia Water Protection permits, subaqueous bottom permits, North Carolina Section 401 permitting, CPCN applications and licensing, National Environmental Policy Act, surface water classifications, erosion control, SWPPPs and Construction General Permits (CGP).
- Experience with the following are a Plus: development of Maintenance of Traffic (MOT) plans; coordination with Virginia Department of Transportation (VDOT), North Carolina Department of Transportation (NCDOT), Railroad, and Federal Aviation Administration (FAA); Bald and Golden Eagle Protection Act; National Environmental Policy Act (NEPA); and Virginia municipal special use permit permitting.
- Demonstrated ability to identify and solve problems using critical thinking and complete work with consideration to your own and the team's safety when in the field.
- Attention to detail, strong verbal and written communication skills and ability to prioritize and multi-task between multiple project managers.
- Work with initiative, professionalism and confidentiality, and can work independently and adapt to change in a very dynamic environment.
- Ability to work a flexible schedule as this work can occasionally require coordinating with clients located in different time zones and periodic attendance at evening meetings to facilitate local permitting.
- Builds and maintains productive professional and personal networking relationships.
- Ability to use MS Office products proficiently and creatively.
- A valid driver’s license and satisfactory driving record are required.
Skills
- Bachelor’s degree in Environmental Science, Environmental Studies, Planning, Engineering, or related field.
- Minimum 6 years related experience, or an equivalent combination of education (e.g., advanced degree) and experience.
- Project and task management experience is preferred.

Pay
Pay range varies based on location and experience. For positions in locations where required, pay ranges are provided. Actual compensation for part-time roles will be pro-rated based on the agreed number of working hours per week.
