About the role
Lynker Corporation is seeking a dynamic and experienced Regulatory Science and Technical Analyst to support a contract with NOAA’s National Marine Fisheries Service (NMFS), West Coast Region (WCR).
Responsibilities
- Provide scientific and technical support to conduct interagency consultations under the Endangered Species Act (ESA), Magnuson-Stevens Act (MSA), Marine Mammal Protection Act (MMPA), Federal Power Act (FPA), and NEPA.
- Review, gather, analyze, and synthesize scientific data to evaluate environmental impacts to listed species and habitats.
- Draft ESA Biological Opinions, Letters of Concurrence, and MSA responses.
- Review Biological Assessments and consultation packages.
- Provide pre-consultation technical assistance to action agencies.
- Prepare NEPA documentation (EAs/EISs).
- Draft permits and supporting materials for ESA section 10 activities.
- Cover administrative records and consultation tracking systems.
- Participate in meetings with federal, tribal, and state stakeholders.
Requirements
- Bachelor’s degree in aquatic biology, conservation biology, fisheries management, wildlife management or related field of study with 3+ years of experience OR Master’s degree in the same fields with 1+ years of experience relating to the specific task order.
- Knowledge of salmonid general life cycles and habitat requirements.
- Strong technical writing and communication skills.
- Valid state driver’s license.
Qualifications
- Experience drafting ESA and NEPA regulatory documents.
- Experience evaluating impacts to salmonids and aquatic habitats.
- Experience working with federal, tribal, and state partners.
Skills
- Knowledge of ESA, MSA, NEPA, and related statutes.

Pay
The pay range for this position is $75,000 - $95,000 annually.
Schedule
The position is anticipated to begin in September-October 2026, pending/contingent on contract award.
