About the role

The Regulatory Rate Analyst performs rate design and analyses, establishes annual cost recovery factors, participates in regulatory and price-change proceedings, assists in special-contract rate pricing, and prepares rate-change requests for filing. Additional responsibilities include conducting special projects and studies, resolving tariff-application conflicts, and responding to tariff information requests.

Responsibilities

  • Prepare cost-recovery projection, actual/estimate, and true-up filings as well as monthly and annual reports required by the Florida Public Service Commission or other regulatory agencies; prepare internal monthly reports (e.g., cost-recovery revenues, interchange, billing determinants, lighting, surveys). (40%)
  • Complete rate analyses for specific customers, customer groups, and customer classes for internal use or in response to external events, requests, or opportunities; perform cost-effectiveness evaluations on cost-recovery programs to ensure FPSC compliance and direct program modifications as needed. (5%)
  • Prepare regulatory petitions, discovery responses (interrogatories, production of documents, data requests), testimony, and other documents—including MFRs—for price-change proceedings; coordinate with legal counsel for internal and external witness deposition and hearing preparation. (15%)
  • Conduct special projects and studies to address current or future rate problems or opportunities; participate in rate-design planning and trial rate and/or revenue studies leading to proposed contract or tariff preparation and support. (10%)
  • Respond to internal and external requests for rate information, billing histories, and rate projections; prepare typical-bill comparisons and Rate Bulletins; update tariff sheets and customer bill inserts. (10%)
  • Research regulatory precedents related to current issues; provide regulatory perspective and analysis at meetings; participate in regulatory-issue resolution activities. (10%)
  • Participate in the development and implementation of improvements in software systems used for cost analysis, price-change preparation, cost recovery, and planning for future costs and rates. (10%)
  • May have indirect supervisory responsibilities over other employees and external consultants when coordinating or serving as lead analyst on a project.

Requirements

  • Associate degree in accounting, finance, economics, engineering, or business (required). Bachelor’s degree in one of these fields (preferred) and may substitute for 3 years of related experience.
  • For Associate Regulatory Rate Analyst: minimum 4 years of related experience in accounting, finance, economics, legal support, or engineering.
  • For Regulatory Rate Analyst: minimum 7 years of related experience; 3 years of experience performing duties comparable to the Associate Rate Analyst or another regulatory-field position (preferred).
  • For Senior Regulatory Rate Analyst: minimum 3 years of experience performing duties comparable to the Regulatory Rate Analyst or another regulatory-field position.

Skills

  • Strong math aptitude and advanced Excel skills.
  • Problem-solving and advanced analytics skills.
  • Intermediate to strong understanding and use of personal computer applications (MS Word, Excel, PowerPoint), with emphasis on spreadsheet analysis.
  • For Regulatory Rate Analyst and above: solid working knowledge of the regulatory framework, Commission Rules and Regulations, company tariffs, and rate-design concepts.
  • For Senior Regulatory Rate Analyst: extensive knowledge of the regulatory framework, Commission Rules and Regulations, company tariffs, and rate-design concepts; ability to lead special projects and work with all levels of employees.
