Regulatory Counsel - Insurance Compact

About the role

The Insurance Compact Commission is seeking a Regulatory Counsel to provide expert legal advice, analysis, and guidance on insurance regulatory matters. This role supports insurance regulators, consumers, and companies by improving the efficiency and uniformity of product filing review and approval in the insurance marketplace. The Regulatory Counsel will collaborate with executive leadership to address legal questions related to the organization's product review operations, rulemaking, and member support activities. This is a full-time, remote position.

Responsibilities

• Research and analyze product content requirements, including model laws, federal and state laws, and issued products to support the development of new or amended Uniform Standards.
• Research and analyze administrative requirements, including model laws, federal and state laws, and best practices to support the development of new and amended rules, Operating Procedures, and processes.
• Provide legal guidance on the Compact's rulemaking requirements and activities for the development of Uniform Standards, Rules, and Operating Procedures.
• Offer legal and technical expertise to product operations to support the review of insurance products within the scope of the Compact and its Uniform Standards.
• Serve as a legal point of contact for state insurance departments, the Management Committee, and advisory committees (Legislative, Consumer, and Industry) regarding Compact law, principles, and Uniform Standards development and interpretation.
• Track, research, and analyze the impact of state and federal legislative and regulatory activities, including changes to NAIC Model Laws, Regulations, Actuarial Guidelines, or other applicable requirements that may affect Compact Uniform Standards, Operating Procedures, or processes.
• Provide excellent customer service and collaborate effectively with Commissioners, state insurance regulators, legislators, company representatives, consumers, and NAIC teams to address questions and concerns promptly.

Requirements

• Juris Doctor (JD) from an accredited law school and active membership in at least one U.S. state bar.
• 5 to 10 years of legal or regulatory experience in the insurance or other financial sector.
• Excellent communication and interpersonal abilities.
• High level of discretion and confidentiality.
• Ability to manage multiple priorities and work under pressure.
• Strong analytical and problem-solving skills.

Preferred Qualifications

• Experience with insurance product compliance and/or familiarity with interstate compacts.

Skills

• Proficiency with Microsoft Windows, Word, Outlook, Excel, and SharePoint.
• Experience with legal research tools such as Westlaw, Lexis/Nexis, and NILS.

Pay

Starting salary range: $123,599 - $140,000, commensurate with experience and education.

Schedule

This position requires regular out-of-state, overnight travel in support of member meetings and events throughout the year.
