About the role

A Regulatory Compliance Officer I (RCO I) ensures compliance with state liquor laws and cigarette tax laws as applied to the importation of alcoholic beverages or cigarettes by persons for personal consumption. This entry-level position involves tax enforcement, licensing, and compliance work, including the assessment and collection of liquor and cigarette taxes on personal importations.

Responsibilities

  • Collects direct and indirect state taxes, such as franchise taxes, sales and use taxes, alcoholic beverage taxes, and cigarette taxes (70% of duties).
  • Ensures compliance with the Texas Alcoholic Beverage Code and Texas Tax General Annotated Code for importation of alcoholic beverages and cigarettes for personal use.
  • Manages petty cash fund, ensuring it is counted and balanced with $100.00 before every shift.
  • Logs into the Alcohol Industry Management System (AIMS) and ensures proper work location entry.
  • Maintains Point-of-Sale (POS) system functionality, including Wi-Fi/cellular connectivity, printer, and credit card reader.
  • Monitors vehicular and pedestrian traffic outside the work booth to identify persons importing alcoholic beverages and cigarettes.
  • Communicates professionally with customers, answering questions and performing taxation of imported alcoholic beverages/cigarettes using the POS system.
  • Complies with Ports of Entry procedures for cash and credit card transactions, ensuring accurate change and successful credit card processing.
  • Counts and verifies petty cash and daily deposits at shift end, securing funds in the designated safe.
  • Confiscates, disallows, and destroys alcoholic beverages and cigarettes according to law and agency policies (20% of duties).
  • Observes and disallows excess or illicit alcoholic beverages and identifies minors or intoxicated persons attempting to import.
  • Completes and maintains electronic records in AIMS for disallowances and ensures timely submission of forms and reports.
  • Performs other related duties, including equipment control, storage, and exemplary customer service (10% of duties).

Requirements

  • Must be 21 years of age or older.
  • Bilingual speaking skills (English/Spanish).
  • Experience in handling cash, sales, record keeping, accounting, or exemplary customer service.
  • Thirty (30) semester hours of college credit may substitute for the experience requirement.
  • Must pass a criminal background check.
  • Possess a valid Texas driver’s license, if applicable.
  • Ability to work shift work, including days, evenings, midnights, weekends, and holidays.
  • Ability to drive to and work at all assigned locations, including outlying bridges.

Knowledge, Skills, and Abilities

  • Knowledge: Compliance and collection processes; accounting and tax administration procedures; Texas tax laws, rules, regulations, policies, and procedures; office practices, including use of computers, POS devices, Bluetooth-connected devices, and internet connectivity.
  • Skills: Performing basic mathematical calculations involving U.S. currency.
  • Abilities:
    • Provide exemplary customer service.
    • Read and understand laws, regulations, policies, and procedures to analyze tax situations and detect violations.
    • Maintain and protect confidential, sensitive, or secured information or goods.
    • Use sound judgment in handling U.S. currency, counting, reconciling, and making deposits.
    • Prepare daily reports using desktop computers or electronic POS devices and applicable software.
    • Work independently with minimal supervision.
    • Be dependable, punctual, and ready to work as scheduled.

Physical Requirements

  • 10% travel required; position is not eligible for telework.
  • Long periods of standing and/or walking inside and outside the work area.
  • Bending, reaching, and lifting/carrying a minimum of 30 pounds occasionally.
  • Standing or walking on concrete surfaces, stepping up and down from curbs.
  • Working in confined office spaces and during adverse weather conditions (heat, cold, wind, rain).
  • Exposure to dusty conditions, exhaust from gasoline and diesel engines, and other environmental factors.
