Regional Permitting Manager (Central Region)
for section headings like About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule. We must include sections only when posting has real specific content. We need to preserve all substantive info, no boilerplate, no EEO, no legal, no application instructions, no duplicated lines, no cookie/navigation. Also no Job ID/requisition numbers as headings; we can fold minor metadata into a short
or drop it. We need to decide sections: About the role (summary), Responsibilities (list of duties), Requirements (minimum skills/experience), Qualifications (maybe same as requirements?), Skills (maybe part of requirements), Benefits, Pay, Schedule. The posting includes Benefits, Compensation Range, Pay Rate Type: Salary. No explicit schedule info (maybe remote then office). It mentions location: remote to start then based full-time in office in Denver, CO or Dallas, TX. That could be considered Schedule? Not exactly schedule but location. There's no explicit schedule like full-time, part-time. Could we create a Schedule section? The instruction: never create Pay/Schedule/Benefits sections unless posting actually states them. Benefits are stated, Pay is stated (compensation range). Schedule is not explicitly stated (no mention of hours, shift, etc). So we should not create Schedule section. We need About the role: we can use the Job Description Summary paragraph. Possibly also include the first paragraph about SOLV Energy? That's company description; maybe part of About the role? Could be included. Responsibilities: list bullet points from Position Responsibilities and Duties (multiple sub-sections). We'll combine them into a single
- list.
Requirements: Minimum Skills or Experience Requirements list.
Qualifications: maybe we can combine with Requirements? But we need to decide if we need separate Qualifications heading. The posting includes "Bachelor’s degree ... preferred" and "Ability to travel extensively". Those are qualifications. Could put them under Requirements or Qualifications. Since we have both headings allowed, we could split: Requirements: experience, hands-on, knowledge, ability to read drawings, communication skills, organizational skills. Qualifications: education, travel ability, legal authorization. But we must not invent filler. We'll ensure each heading has substantive content.
Skills: maybe we can extract skills like communication, organizational, ability to read drawings, etc. But that overlaps. To avoid thin sections, better to have fewer sections: About the role, Responsibilities, Requirements (which includes skills, qualifications, experience). Benefits, Pay. That seems sufficient.
We must not repeat job title as heading. We'll not include Job ID.
We need to strip boilerplate: EEO statements, legal about third-party recruiters, etc. Also remove "Job Description: This job description reflects management's assignment..." etc. Also remove "SOLV Energy Is an Equal Opportunity Employer..." etc. Also remove "SOLV Energy does not accept unsolicited candidate introductions..." etc. Also remove "Job Number: J13737". Also remove "If you’re interested..." etc.
We need to preserve all substantive information: company intro, job summary, responsibilities details, requirements, benefits, compensation, location info (remote then office). Also note region list and preferred familiarity.
We must not invent or summarize away detail. So we need to keep the region list and preferred familiarity exactly as given.
We need to format as HTML fragment: use
for headings,
for prose,
- for lists.
We must not include or . Just output the fragment.

About the role
SOLV Energy is a leading provider of infrastructure services to the power industry, designing, building and maintaining utility scale solar, battery storage and high voltage substation projects nationwide. The Regional Permitting Manager – Central is a hands-on and regional lead responsible for managing all permitting activities for SOLV Energy’s utility-scale solar, BESS, high-voltage, and O&M projects within the Central region. This role owns the day-to-day execution of the permitting process across assigned projects — from preconstruction due diligence through permit closeout — and serves as the primary point of contact with AHJs, consultants, and internal project teams within the region. Complex or politically sensitive issues are escalated to the Director of Permitting, who manages senior government and client relationships at the program level. This role will be remote to start, then based full-time in office in Denver, CO or Dallas, TX. Specific location details and expectations will be discussed during the interview process.
Responsibilities

- Attend pre-application meetings, plan check appointments, and permit hearings as needed
- Represent SOLV Energy and the project owner at public meetings and hearings at the project level
- Escalate complex regulatory disputes, high-stakes negotiations, or politically sensitive issues to the Director of Permitting
- Conduct permit feasibility assessments and preliminary due diligence for projects in the pursuit or early development phase within the region
- Provide permitting timeline and cost input to Estimating and Preconstruction teams for proposals and budgets
- Participate in project kickoff meetings and handoffs from Business Development to Preconstruction
- Communicate permitting requirements and timelines to SOLV Engineering, Scheduling, Estimating, and Field teams
- Coordinate with SOLV field teams to ensure inspections are scheduled and passed in a timely manner
- Maintain compliance with contractual permitting obligations on all assigned projects
- Stay current on changes to relevant codes, regulations, and AHJ requirements within the region
Requirements
- 7+ years of experience in permitting, land use, or project development in the utility-scale solar or EPC construction industry
- Demonstrated hands-on experience managing the permitting process for large-scale solar, BESS, or HV projects from application through closeout
- Deep knowledge of AHJ requirements and regulatory frameworks within the assigned region
- Experience working with federal agencies (BLM, Army Corps, USFWS), state environmental agencies, and county/local building departments
- Ability to read and interpret civil, electrical, and structural construction drawings
- Excellent written and verbal communication skills; ability to build credible working relationships with AHJs and project teams
- Strong organizational skills with the ability to manage multiple concurrent projects and deadlines
Qualifications
- Bachelor’s degree in Engineering, Environmental Studies, Construction Management, Urban Planning, or related field preferred
- Ability to travel extensively within the region (50%+) with occasional national travel as needed

- 401(k) plan
- Vacation, sick and holiday pay
Pay
Compensation range: $114,173 - $139,862 (Salary)
We should not include Schedule section. Check that we didn't include any boilerplate. We removed EEO, legal, third-party recruiter, Job Number, etc. We kept region list? Actually we omitted the region list and preferred familiarity. That is substantive information; we must preserve it. The region list and preferred familiarity appear under AHJ & Stakeholder Engagement section: "Note: This region spans SOLV Energy’s Midwest, South Central, and Southeast EPC operating regions (ND, SD, NE, KS, MN, IA, MO, WI, IL, MI, IN, OH, OK, TX, AR, LA, MS, AL, GA, FL). Familiarity with ERCOT/PUCT, Texas county permitting, Southeast utility commission processes, and Midwest rural AHJ environments is strongly preferred." We need to include that somewhere. Could add to Responsibilities or Requirements. Probably under Responsibilities as a note, or under Requirements as preferred knowledge. Since it's a note about region familiarity, we could add a - under Responsibilities: "Note: This region spans SOLV Energy’s Midwest, South Central, and Southeast EPC operating regions (ND, SD, NE, KS, MN, IA, MO, WI, IL, MI, IN, OH, OK, TX, AR, LA, MS, AL, GA, FL). Familiarity with ERCOT/PUCT, Texas county permitting, Southeast utility commission processes, and Midwest rural AHJ environments is strongly preferred."
But that is more of a note than a duty. Could also add under Requirements as a preferred qualification. However the instruction: Preserve ALL substantive information; do NOT invent or summarize away detail. So we must include that note exactly. We'll add it as a list item under Responsibilities (makes sense as it's about the region). Or we could add a separate
after Responsibilities. But we must use
- for any list of duties/requirements/benefits. This note is not a duty but a note; we could put it in a
. However the instruction says use
- for any list of duties/requirements/benefits. It doesn't forbid using
for other content. So we could add a
after the responsibilities list. Better to add a
after the responsibilities list: "

" That preserves the detail. Also we need to include the location detail: remote to start then based full-time in office in Denver, CO or Dallas, TX. Already in About the role. We also need to include the line "This role will be remote to start, then based full-time in office in Denver, CO or Dallas, TX. Specific location details and expectations will be discussed during the interview process." Already there. Check we didn't inadvertently include any boilerplate like "Job Description Summary:" etc. We removed those. Now ensure no duplicate content. The responsibilities list includes many items; we should ensure we didn't miss any. Let's review original responsibilities sections: Position Respons
