Regional NAF Human Resources Director
About the Role
This Non-Appropriated Fund (NAF) Human Resource Manager position is located at Keyport, Washington, providing oversight support to NAF Human Resources recruitment, selection, indoctrination, payroll, labor/employee relations, and NAF personnel security for a total workforce of approximately 950 employees.
The role directs a large and diverse Human Resources Program supporting multiple activities, facilities, programs, services, and events at three major Navy installations and 12 geographic locations within the Northwest Region. This position supervises a consolidated HR office consisting of one NF-4 Human Resource Specialist, one NF-4 Management Analyst, six NF-3 HR Assistants, a Payroll Technician, and a Personnel Security Assistant.
Responsibilities
- Develop, manage, supervise, administer, plan, and provide technical direction for a comprehensive NAF Human Resources program, including recruitment and staffing, position classification, compensation review and planning, employee relations (including Equal Employment Opportunity), labor relations, and employee development.
- Design and implement local NAF human resource policies, ensuring compliance with all legal and regulatory guidelines.
- Ensure consistency in the application of all NAF policy region-wide within each regional organization (Morale Welfare & Recreation (MWR), Unaccompanied Housing (UH), Fleet & Family Support Program (FFSP), Child Youth Program (CYP), Galley Programs) to support their stated missions and objectives.
- Administer and deliver benefit programs and services to employees, including 401(k), retirement, health and life insurance, disability, workers compensation, and unemployment.
- Protect the Command, its funds, and employees regarding claims arising from employment actions, such as wrongful discharge, non-selection, and grievances related to working conditions or safety.
- Ensure compliance with Navy objectives regarding employment, equal opportunity, training, corrective and disciplinary actions, and workplace safety.
- Maintain and ensure efficiencies of major employee information systems for employee files, timekeeping, payroll, and manpower.
- Serve as liaison to the region Human Resource Office (HRO) for program APF employees and initiate and track progress of all APF actions.
- Advise and provide guidance to Region N9/Program Directors/Installation Managers on human resource matters and act on their behalf for HR-related issues.
- Serve as the local technical expert on all NAF personnel matters.
- Provide training, guidance, advice, assistance, and interpretation of personnel policies and procedures for Program Directors, managers, supervisors, and employees.
- Serve as the authorizing official for all employee and/or labor relations action requests by management officials.
- Liaise with the Regional Human Resources Office (HRO) for APF employees and initiate and track progress of all appropriated fund employment actions, including recruitments, reassignments, separations, and classification.
- Serve as CNRNW N9 Program representative for administrative grievances, EEO complaints, and/or NAF legal actions.
- Compile data, investigate or arrange for investigations, prepare Command case files, and liaise with Command Legal Counsel, Program Directors, installation management, EEO Program staff, Region HRO, OIC Investigators, NCIS, Police and Security Agencies, and other concerned parties to obtain and record relevant data.
- Provide testimony as the Command technical expert in the area of NAF Personnel.
- Coordinate all Business Based Action requests, investigate impact, recommend approval/denial and/or alternative actions to Program Director, and implement actions.
- Investigate similar positions elsewhere in the region for possible transfer and provide information and guidance to affected employees on benefits, unemployment, outplacement services, and other employment opportunities.
Requirements
- This position is subject to a background check in accordance with federal regulations.
- Occasional travel within the Region is required.
- Must possess and maintain a valid driver’s license to operate a government vehicle.
Qualifications
- Minimum 2 years of direct experience supervising employees, including performance management and assignment of work.
- Excellent verbal, written, and presentation skills.
- Extensive knowledge of N9 organization operations and ability to manage a diverse range of HR issues.
- Ability to develop and present complex concepts and plans and influence high-level decisions related to N9 Human Resource services.
- Knowledge of benefit and payroll procedures and the ability to analyze activities and trends with a comprehensive understanding of major Human Resources information systems such as SAP, KRONOS, Total Workforce Management System (TWMS), and other automated records and control systems.
- Knowledge of EEO, Merit System Principles, safety, and security policies.
- Demonstrated HR knowledge and experience, superb leadership, and communication skills.
- Extensive experience in a supervisory capacity in a large department, requiring in-depth knowledge of all phases of personnel management.
- Expert knowledge of HR program planning, organization, and administrative skills to devise and implement policies and programs that enhance recruitment and retention of quality staff.
- Demonstrated ability to conduct comprehensive analyses of policies and programs, evaluate alternatives, and present improvements and changes to maximize program goals.
- Ability to identify new trends and requirements and adapt programs and policies to ensure full support and compliance.
- Ability to make sound decisions and defend unpopular decisions or positions successfully.
- Ability to anticipate problems and adjust work operations to meet urgent or changing requirements.
Education
Requires a four-year degree in human resources administration or a related field. A minimum of 5 years of specialized experience may be substituted for the degree.
