About the Role

The Illinois Department of Public Health is seeking a highly motivated individual to serve as the Champaign Regional Health Officer. This position involves performing responsible managerial and administrative work overseeing the operations of the Public Health Regional Office in Champaign, Illinois. The Regional Health Officer works independently to interpret and implement Department policies, providing leadership and direction to all Regional personnel responsible for delivering a variety of public health programs within the Champaign Region. The Regional Health Officer will direct, coordinate, and evaluate all regional program activities to ensure the effectiveness and quality of Department initiatives.

The ideal candidate will have experience collaborating with local health departments and community organizations, hold a Master’s degree in Public Health or Public Administration, possess excellent project management and organizational skills, demonstrate strong oral communication abilities, and have at least five years of supervisory experience.

Responsibilities

• Effectuates public health policy at the regional level, subject to management approval.
• Plans and executes policies and procedures to ensure effective program operation in the Champaign Regional Office.
• Consults with local health department administrators in implementing local and state public health rules and regulations.
• Serves as full-line supervisor.
• Responds to constituent inquiries.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Requirements

• Knowledge, skill, and mental development equivalent to completion of four (4) years of college.
• Four (4) years of progressively responsible administrative experience in the fields of health or human services.
• Ability to travel in the performance of duties; valid driver’s license required.
• Must file a Statement of Economic Interest as required by the Illinois Governmental Ethics Act.

Preferred Qualifications

• Four (4) years of experience working with local health departments and communities.
• A Master of Public Health, Public Administration, Business Administration, or other similar degree.
• Four (4) years of knowledge of public health, state agency programs, service objectives, activities, and operational systems.
• Four (4) years of experience planning and executing policies and procedures.
• At least five (5) years of experience supervising clerical, administrative, and programmatic staff.
• Four (4) years of work experience in word processing and spreadsheet applications (e.g., Word, Excel, PowerPoint).

Conditions of Employment

• Certain provisions of the revolving door restrictions (5 ILCS 430/5-45) apply; employees must notify the Office of the Executive Inspector General (OEIG) before accepting non-State employment during or within one year after State employment.
• This position is a term appointment for four years, subject to a probationary period and renewal at the discretion of the Director of the Department of Public Health.

Pay

Anticipated starting salary range: $9,750 - $11,000 per month.
