About the role

The Regional Field Administrator (RFA) for the Eastern region provides executive leadership over the Eastern Region, charged with delivering motor carrier safety programs through 15 FMCSA state Divisions, over 167 federal employees, and effective partnerships with state-based grantees. This position may be located in any of the advertised duty locations.

The RFA-East covers the following states and territories: Connecticut (CT), Washington, DC (DC), Delaware (DE), Massachusetts (MA), Maryland (MD), Maine (ME), New Hampshire (NH), New Jersey (NJ), New York (NY), Pennsylvania (PA), Puerto Rico (PR), Rhode Island (RI), Virginia (VA), Vermont (VT), West Virginia (WV), and the U.S. Virgin Islands.

Responsibilities

  • Serve as the senior executive responsible for leading programs and policy directed by the regional Service Center, including the formal appeals process for motor carriers and commercial vehicle drivers subject to enforcement action.
  • Provide leadership and substantive expertise to Service Center-based programs such as New Entrant, State Programs, Hazardous Materials, and Intermodal Equipment Providers.
  • Oversee and coordinate a staff of highly specialized experts, including attorneys, hazardous materials specialists, and enforcement program coordinators, to enable Division and grantee partners to deploy FMCSA programs.
  • Support the Associate Administrator for Safety in performance management, business process improvement, training effectiveness evaluation, and new program implementation planning.
  • Serve as a member of the national field leadership team, setting strategic directions for field-based programs and process improvement.
  • Lead programs with a national reach in support of the Associate Administrator for Safety.
  • Drive efficiency, effective human capital management, leverage technology, administer budget, and achieve results for approximately 15 geographically dispersed FMCSA Program Manager (Division Administrator) positions and approximately 20 Service Center positions.
  • Provide input and analysis of organizational needs and capacity to ensure safe and secure commercial vehicle traffic at the Canadian Border.

Requirements

  • Complete a one-year SES probationary period (unless already completed).
  • Complete a Declaration for Federal Employment to determine suitability for Federal employment.
  • If male and born after December 31, 1959, certify registration with the Selective Service System or exemption.
  • Obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to do so may result in withdrawal of a job offer or removal.
  • Provide a writing sample if required.
  • Prepare and present a scenario-based presentation as part of the applicant evaluation process, if requested.
  • Pass a drug test upon entry and be subject to random drug testing thereafter.

Qualifications

To meet the minimum qualification requirements, candidates must demonstrate the following qualifications within a 2-page resume. Resumes exceeding this limit may not be reviewed or may result in disqualification.

Technical Qualifications (TQs)

  • TQ 1: Demonstrated executive-level experience exercising diplomacy in negotiating issues with senior officials in state, federal, and/or foreign governments, including the ability to explain technical and complex issues and transcend cultural communication barriers.
  • TQ 2: Demonstrated executive-level experience deploying principles of organizational excellence (data-based continuous process improvement) in a regulatory or customer services enterprise across a dispersed geographical area involving multiple offices.

Executive Core Qualifications (ECQs)

All new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for the following five mandatory ECQs:

  • ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding – Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
  • ECQ 2: Driving Efficiency – Demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
  • ECQ 3: Merit and Competence – Demonstrated knowledge, ability, and technical competence to effectively and reliably produce work of exceptional quality.
  • ECQ 4: Leading People – Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, driving a high-performance, high-accountability culture, and leading people through change.
  • ECQ 5: Achieving Results – Demonstrated ability to achieve both individual and organizational results and align them with stated goals from superiors.

Note: If you are a member of the SES, have been certified through an OPM-approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, attach proof of eligibility (e.g., SF-50, QRB certification).

Education

If qualifying for this position by substituting education or training for experience, submit a copy of your transcripts or equivalent. An official transcript will be required if selected. A college or university degree must be from an accredited institution recognized by the U.S. Department of Education. For foreign education, provide an evaluation from a credentialing agency confirming equivalence to a U.S. education program.
