Career Description
This recruitment is open to current OC Waste & Recycling employees only. This recruitment is being conducted to establish an Eligible List to fill OC Waste & Recycling vacancies in this class until the next recruitment.
Position Information
OC Waste & Recycling is looking for a Public Affairs Specialist - Staff Specialist who is self-motivated, capable of multi-tasking, exercises considerable independent judgment, and functions well within a team environment. This position is assigned to an office setting with changing deadlines and competing priorities. Reporting to the Public Information Officer, the successful candidate will have the opportunity to:
- Oversee the content production and distribution of OC Waste & Recycling public information (electronic and print)
- Complete and distribute media contact forms
- Provide pro-active media relations: develop relationships with reporters; provide recommendations and secure placement of articles in industry publications; seek appropriate recognition for exemplary programs implemented by the department
- Write news releases
- Prepare media advisories, news articles and special bulletins for publication (electronic and print)
- Maintain department web site using the Vignette program, and recommend additions to better serve OC Waste & Recycling’s customers
- Plan, organize and implement employee recognition programs
- Plan, organize and implement special events, especially the Orange County Fair
- Lead design and production of department newsletter in print and electronic versions
- Create layouts for brochures and multi-media promotional materials
- Gather, compile, analyze, and present information verbally and in writing; correct English usage and basic principles of mathematics, including elementary statistical measures
- Build public trust by presenting a positive message
- Research complex subjects and analyze their relevance to and impact on the department’s mission
Minimum Qualifications
- Three years of experience demonstrating the techniques for gathering, compiling, analyzing, and presenting information verbally and in writing
- Successfully completed accredited college or university courses in a discipline used in government programs (including, but not limited to, information systems, business or public administration, urban planning, communications, psychology, etc.) may be substituted for the experience requirement on the basis of three semester units or equivalent equaling three months of experience

Selection Procedure
OC Waste & Recycling/Human Resources screens all applications to identify the qualified candidates. After screening, the more qualified candidates will be referred to the next step of the process, Application Rating. Application Rating: Application materials will be rated by a panel of job knowledge experts for those qualifications most needed to perform the duties of the job. The more qualified candidates will be placed on an eligible list. Depending on the number of qualified applicants, the selection procedure(s) may be modified to meet the department’s needs. All affected applicants will be notified. After the test procedure(s) have been completed, OC Waste & Recycling Human Resources will establish an eligible list of qualified candidates from which a selection will be made.
