Recovery Planning Division Chief
About the role
The California Governor's Office of Emergency Services (Cal OES) seeks to hire enthusiastic and motivated individuals to join our team. We are dedicated to serving as a leader in emergency management and homeland security through dedicated service to all. The Recovery Planning Division is seeking a Program Manager II to manage and supervise staff and resources, as well as implement work programs.
Responsibilities
- Provide management, coordination, and technical and administrative support to Federal, State, and local activities during normal and disaster recovery operations.
- Manage division staff responsible for various components of Recovery Planning, organize resources, and implement objectives assigned to the Division.
- Maintain a high level of professionalism and collaborate effectively with individuals from the public, legislative members and staff, private sector, and various staff within State and Federal government.
Requirements
- General understanding and/or experience related to principles and strategies of coordination of local, state and federal disaster assistance and recovery operations.
- Experience supervising and developing managers, supervisors, and professional staff.
- Knowledge of federal, state, and local emergency management and disaster recovery programs, policies, laws, regulations, and authorities.
- Experience developing, implementing, reviewing, or managing disaster preparedness, response, recovery, incident action, or continuity plans.
- Experience coordinating complex multiagency or intergovernmental initiatives involving local jurisdictions, Tribal governments, state agencies, federal agencies, nonprofit organizations, and private-sector partners.
- Knowledge and experience with the Incident Command System (ICS), Emergency Operations Centers, Joint Field Offices, Local Assistance Centers, or other disaster field coordination structures.
- Experience developing and delivering emergency management training, workshops, exercises, or facilitated planning sessions.
- Strong analytical and problem-solving skills, with demonstrated ability to evaluate complex or emerging emergency management issues.
- Exceptional written communication skills, including experience preparing executive-level briefings, issue papers, reports, plans, policies, procedures, After-Action Reports, Situation Reports, Incident Action Plans, or similar decision-support products.
- Strong verbal communication and presentation skills, with experience briefing executives, elected officials, governmental partners, stakeholder groups, professional organizations, or members of the public.
- Experience developing strategic goals, multi-year initiatives, annual work plans, policies, procedures, guidance, or technical assistance resources.
- Demonstrated ability to manage multiple programs, competing priorities, personnel resources, and time-sensitive assignments simultaneously.
- Demonstrated ability to exercise sound judgment, initiative, diplomacy, and professionalism while working independently and collaboratively.
- Experience fostering a collaborative, inclusive, innovative, and high-performing organizational culture.
Qualifications
Desirable qualifications include leadership experience in emergency management, disaster recovery, preparedness, or a closely related field; supervising and developing managers, supervisors, and professional staff; knowledge of federal, state, and local emergency management and disaster recovery programs; experience developing, implementing, reviewing, or managing disaster preparedness, response, recovery, incident action, or continuity plans; coordinating complex multiagency or intergovernmental initiatives; knowledge and experience with ICS, EOCs, JFOs, LACs, or other disaster field coordination structures; developing and delivering emergency management training, workshops, exercises, or facilitated planning sessions; strong analytical and problem-solving skills; exceptional written communication skills; strong verbal communication and presentation skills; experience developing strategic goals, multi-year initiatives, annual work plans, policies, procedures, guidance, or technical assistance resources; demonstrating ability to manage multiple programs, competing priorities, personnel resources, and time-sensitive assignments; exercising sound judgment, initiative, diplomacy, and professionalism; fostering a collaborative, inclusive, innovative, and high-performing organizational culture; and experience in a high-energy, team-oriented environment.
