Summary
The Recompete Data & Development Analyst plays a key role in the success of the North Olympic Peninsula Recompete Pilot Program, a federally funded economic development initiative.
About the Role
This position provides specialized technical expertise in data management, strategic analysis, federal grant administration, reporting, and fund development to support the North Olympic Peninsula Recompete Coalition and its partners.
Responsibilities
- Data Systems Design & Management
- Create and maintain complex files and databases.
- Maintain filing systems by deleting, purging and destroying records in accordance with established procedures and state law.
- Specialized Technical Research & Analysis
- Research and summarize specialized or technical information from varied sources.
- Create a knowledge base of research on rural economic development, summarizing key insights that will support the overall success of Recompete, including fund development.
- Develop a tool to manage this research and information, making it accessible and useful for the NOPRC.
- Work closely with NOPRC project leads and the Recompete Plan Coordinator to analyze Recompete data and apply findings to the continual improvement and overall strategy of the initiative.
- Project Sustainability & Fund Development
- Utilize specialized grant prospecting tools to identify funding opportunities that may support the continuation and sustainability of Recompete-related programs.
- Maintain a document library of commonly requested information so Recompete projects are “grant ready” (ex. Grant narrative, outcome reports, project budgets, tax documents, etc.).
- Manage the administration of grant proposals, including managing a grants calendar, maintaining a filing system to organize proposal materials, managing logins to grant portals, etc.
- Contribute technical editing to grant proposals and ensure all supporting data and financial information is accurate and complete.
- Federal Award Administration & Reporting
- Prepare, verify, and submit fiscal and programmatic activity reports in compliance with Uniform Guidance, federal and state law, and county policy.
- Prepare budget and budget revision materials, as well as other financial and numeric documents, using generally accepted accounting principles.
- Determine accounting inconsistencies or errors, prepare corrections, and verify accuracy of accounting reconciliations.
- Report non-compliance issues to department head or designee.
- Communicate directly with the federal Economic Development Administration regarding all reporting requirements, contract amendments, and foreseeable challenges related to grant administration.
- Work closely with the Recompete Plan Coordinator and Recompete Communications & Media Coordinator to ensure all internal and external facing reports (fiscal and programmatic) are accurate, complete, and useful over the term of the grant.
- Stakeholder Communication
- Attend and record public and/or departmental hearings and/or meetings.
- Represent organization at various functions, including committees and meetings (may vary according to position assignment).
- Compose, draft, summarize, prepare, proofread and/or edit documents, contracts, ordinances, motions and/or correspondence to ensure these conform to the appropriate use of the English language, specialized terminology, and established procedures.
- Provide accessible, accurate, and timely information to communicate the impact of Recompete (e.g. outcomes data, financial reporting, etc.), supporting trust and transparency between grant partners and external stakeholders.
- Prepare reports and make regular presentations to the County Administrator and Board of County Commissioners.
- Coalition Coordination
- Prepare and maintain a variety of reports, worksheets and dashboards to keep the NOPRC and Recompete Plan Coordinator informed of the status and progress of Recompete.
- Attend NOPRC meetings facilitated by coalition partners to represent the Governance Team.
- Provide accessible and effective technical assistance to NOPRC members regarding reporting requirements, data management, and data systems.
- Oversee the Recompete Data & Learning Workgroup to support NOPRC partners in engaging with our data and making informed, data-driven decisions.
Requirements
- Requires knowledge of the field of assignment sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by examples in the above job description.
- Education/Training: Associate’s degree (AA) or equivalent from an accredited college or university with major course work in Office Management, Public Administration, or a closely related field, or any combination of education, training and work experience which demonstrates the incumbent is otherwise fully qualified.
- Experience: Minimum of five (5) years of experience in administrative support, with a strong emphasis on grant administration, legal document review, budgeting, contract management, and maintaining complex databases and records. Candidates should possess advanced computer proficiency and the ability to manage multiple priorities effectively.
