About the Role

The Rate & Tariff Specialist II is an advanced individual contributor responsible for leading complex rate modeling, financial analysis, and regulatory activities that support DLC’s Pennsylvania electric distribution base rate cases, rider mechanisms, and FERC transmission formula. This role owns the end-to-end development of revenue requirement modeling including rate base, expenses, taxes, and cost of capital. This specialist also prepares and defends filings before the Pennsylvania Public Utility Commission (PUC), ensuring alignment with Federal Energy Regulatory Commission (FERC) accounting and reporting standards. Operating within Pennsylvania and federal regulatory frameworks, this specialist will partner cross-functionally to evaluate rate structures, assess financial and customer impacts, implement tariff changes, and ensure compliance, while building deep expertise in utility pricing and regulatory processes.

Responsibilities

  • Rate Case & Revenue Requirement Development (PA-Focused)
    • Develop and maintain integrated revenue requirement models including rate base, O&M, A&G, depreciation, taxes (state and federal), capital structure/ROE, and cost of capital.
    • Prepare revenue requirement models using Historic Test Year (HTY), Future Test Year (FTY), and/or Fully Projected Future Test Year (FPFTY) in accordance with 52 Pa. Code 53.51–53.56a and the PUC’s Final Form Rulemaking Order.
    • Establish and maintain model governance, including version control, audit trails, change logs, and peer review protocols.
    • Serve as a testifying witness on revenue requirement matters, including drafting and sponsoring testimony (direct, rebuttal, surrebuttal) and supporting exhibits, workpapers, and discovery-ready datasets.
    • Apply knowledge of tax components within the revenue requirement, including Accumulated Deferred Income Taxes (ADIT), Excess Deferred Income Taxes (EDIT), Average Rate Assumption Method (ARAM) amortization, and normalization requirements to ensure IRS compliance.
    • Incorporate PA PUC directives related to Tax Cuts and Jobs Act (TCJA) savings pass-back (e.g., temporary rates, negative surcharges, EDIT amortization).
    • Coordinate and manage data requests and filing requirements for base rate proceedings, including tracking deliverables and assigning ownership across subject matter experts.
    • Partner cross-functionally to ensure completeness, accuracy, and compliance of all filing materials.
  • Rate Design & Analysis
    • Perform analysis to support the design and maintenance of rate structures across residential, commercial, and industrial customer classes.
    • Conduct bill impact analyses, rate comparisons, and usage studies to evaluate proposed changes.
    • Support cost-of-service studies and revenue allocation efforts.
    • Develop and maintain analytical models, datasets, and reporting tools supporting pricing and rate design decisions.
  • Transmission Formula Rates (FERC-Focused)
    • Develop and maintain FERC transmission revenue requirement components within formula rate templates.
    • Coordinate cross-functional review cycles with Accounting, Treasury, Tax, FP&A, Operations, and Legal.
    • Analyze FERC orders, rulemakings, and Notices of Proposed Rulemaking (NOPRs) to assess impacts on formula rate structure and compliance.
    • Prepare technical memoranda interpreting regulatory changes and documenting required template updates.
    • Model revenue requirement impacts from changes such as depreciation, Rate of Return (ROR), and load adjustments.
    • Support FERC audits, formula rate protocol challenges, and stakeholder data requests.
  • Regulatory Filings & Compliance
    • Prepare and support regulatory filings, including tariff updates, pricing adjustments, and supporting workpapers.
    • Ensure compliance of rates and tariff provisions with applicable PUC and FERC regulations.
    • Assist in responding to regulatory data requests, audits, and inquiries.
  • Financial Analysis & Forecasting
    • Analyze financial and customer impacts of rate changes, including revenue effects by customer segment.
    • Partner with Finance on forecasting, variance analysis, and business planning.
    • Monitor rate performance and investigate variances or emerging trends.
  • Stakeholder Collaboration
    • Collaborate across Customer Service, Finance, Regulatory, and Operations to implement rate and tariff changes.
    • Support development of internal and external communications related to rate impacts.
    • Respond to internal and external inquiries regarding rates, tariffs, and billing impacts.
  • Process Improvement & Reporting
    • Monitor industry trends, peer utility filings, regulatory developments (PUC/FERC), and benchmark practices, including pro forma adjustments and formula rate templates.
    • Identify and implement improvements to analytical models, tools, processes, and reporting methodologies.
    • Ensure data accuracy, consistency, and proper documentation for rate models and filings.
    • Produce recurring and ad hoc reports supporting regulatory, financial, and operational needs.
  • Additional Responsibilities
    • Contribute to special projects, including cost-of-service studies, rate cases, and new tariff development.
    • Support initiatives related to regulatory changes, grid modernization, and evolving customer programs.
    • Maintain awareness of industry developments and best practices in utility regulation and rate design.
    • Perform other job-related duties as assigned.
    • Storm team duties as assigned.

Requirements

  • Bachelor’s degree in finance, economics, accounting, engineering, or a related discipline.
  • 10+ years of experience in utility rate analysis, regulatory support, financial analysis, or a related field.

Preferred Qualifications

  • Experience in the electric utility industry.
  • Familiarity with tariffs, rate structures, and regulatory processes.
  • Advanced experience with financial modeling and data analysis tools.

Skills

  • Strong knowledge of PUC and FERC regulatory processes and compliance requirements.
  • Expertise in Pennsylvania regulatory frameworks (e.g., Title 66, 52 Pa. Code Chapter 53, FPFTY, Section 1307 riders).
  • Expertise in FERC frameworks, including OATT, USoA (18 CFR Part 101), and Form 1 reporting.
  • Advanced proficiency in Microsoft Excel and financial modeling.
  • Strong analytical and problem-solving skills with ability to translate complex analysis into actionable insights.
  • Effective communication skills, including experience presenting to senior leadership.
  • High attention to detail and data accuracy.
  • Proven ability to collaborate across functions and manage complex, cross-functional initiatives.

Schedule

This is a hybrid work position following our hybrid work model, with a minimum of two days working in the office (Nova Place, Pittsburgh, Pennsylvania) and the remaining days working remotely. Reporting location and frequency may be subject to change based on job role and department needs.

  • All Non-Union Employees will serve in storm roles as appropriate to their role and skillset. Examples include working with operations for service center support or with communications, customer service, or government affairs teams to respond to public and customer requests for information.
