About the role
PPL Quality Operations Specialists are responsible for development and implementation of Quality activities within the area of Quality Assessments, Quality Surveillance, Non-conformances, Root Cause Analysis, Corrective/ Preventive Actions, Continual Improvement, and Area / Project Quality Support.
Responsibilities
- Contributes to continued improvement area initiatives.
- Aids Quality Managers/Area Quality Leads in deploying Quality program initiatives.
- Conducts internal quality audits, as per area/project quality audit plan, when assigned.
- Provides assistance for obtaining applicable certifications, such as ASME, ISO, etc.
- Provides training to other project or shop personnel, as necessary.
- Responsible for understanding project requirements related to Welding and QA/QC and assuring compliance.
- Reviews client and project specifications to identify quality requirements and control points, and develops Inspection and Test Plans (ITPs) and other relevant site quality forms.
- Understands Sub-contract agreement requirements.
- Understands local regulatory requirements related to quality.
- Prepares and maintains project deliverables, based on the organization’s management system and project requirements.
- Covers welding and QA/QC engineers and inspectors to ensure completion of any inspection and testing.
- Maintains project records, as per the organization’s records management system.
- Ensures sufficient QA/QC resources are available to support all Project Processes; thus, including Design, Procurement, Fabrication, Supplier Surveillance, Receiving, Handling & Storage, Construction and Commissioning.
- Reports Project Quality performance (KPI's) to Area Quality Manager and Area Welding & QA/QC Manager.
- Manages non-conformances and corrective actions, including root cause analysis, as applicable.
- Prepares and submits weekly, monthly quality reports to Operations and Functional management.
- Advise Project Team on all QA/QC issues.
- Coordinates NDE activities at project site or shop.
- Maintains up-to-date qualifications and certifications for welders, welding operators, NDE technicians, as applicable.
- Contributes to a positive project or Shop Safety Culture.
Qualifications
- 7+ years of QA/QC experience on industrial or heavy construction projects (e.g., aboveground storage tanks, pressure vessels, piping, or structural steel), with an emphasis on quality documentation, records / QMS management, and project turnover.
- An equivalent combination of directly related experience, education, and certification will be considered.
- A degree in welding, engineering, metallurgy, or a related technical field is preferred but not required.
- Equivalent field experience with relevant certifications (e.g., AWS CWI) will be considered in lieu of a degree.
- Knowledge of the following codes, as applicable:
- ASME Section II, ASME Section V, ASME Section VIII, ASME Section IX, ASTM Material, API 650, API 620, AWWA D100, AWS D1.1, ASME B31.3, ASME B16.5/B16.47, etc. (including product specific related codes as and when needed)
- ASNT SNT-TC-1A (NDE Qualifications Requirements)
- ISO 9001 Quality Management System Standards
Skills and Behaviors
- Knowledge in Welding & NDE methods applicable to the project or shop.
- Knowledge in applicable Management System documentation.
- Acts as focal point for all Welding & QA/QC matters at the point of assignment.
- Understands project requirements and ensures compliance.
- Compiles project records and handover to the projects for final documentation.
- Communicates effectively with internal and external disciplines at multiple levels.
- Manages team effectively towards project objectives.
- Familiarity with and knowledge of:
- Review of client and project specifications to identify quality requirements and hold/witness points
- Development of ITPs and other relevant site quality forms
- Quality records and management-system (QMS) document control, project deliverables, and handover dossiers, including maintaining qualification records
- Non-conformance (NCR) and corrective / preventive action (CAR) tracking and reporting
- Progressive and final project turnover and documentation handover
- AWS Certified Welding Inspector (CWI) - a plus
- Knowledge of NDE methods (VT, MT, PT, SFT, UT, RT) and NDE personnel qualification per SNT-TC-1A - a plus
- Hydrotest knowledge - a plus
- Coating / paint inspection knowledge (e.g., NACE / AMPP) - a plus
- Knowledge of concrete and foundation quality control (e.g., ACI, tank ringwall / foundation work) - a plus
