Quality Control Manager (QCM - USACE Construction)
Location: Yuma Proving Grounds, Yuma, AZ
About the role
The Quality Control Manager (QCM) provides the knowledge, skills, and experience to define, inspect, and document the daily work associated with both design and construction. This ensures that work is designed and constructed in accordance with established minimum project requirements. The QCM reports directly to the Superintendent to prevent conflicts of interest among productivity, schedule, safety, and quality objectives. The role requires extensive experience working with federal agencies and a deep understanding of processes and procedures used in federal government construction contracts.
Responsibilities
- Oversee overall project quality control, including deliveries, materials, and installations.
- Conduct preparatory, initial, and final inspections of work features, including submittal processes, materials testing, and LEED implementation.
- Work closely with the Project Manager, Superintendent, Project Engineer, and other personnel to understand quality requirements for each definable feature of work.
- Communicate standards of care required for each feature of work to project team members.
- Review submittals with the Project Engineer for conformance with project drawings, specifications, and change directives.
- Provide written QCM reports that reinforce conformance with project standards and address non-conformances to achieve desired outcomes.
- Verify and document that all materials received conform to approved submittals, are handled and stored appropriately, and are acceptable for use.
- Document all required code and independent inspections.
- Clearly document, correct, and re-inspect non-conformances before work is covered.
- Conduct daily inspections and periodically document the inspection process via follow-up reports to ensure work aligns with contract documents and approved submittals.
- Coordinate and document the testing and commissioning of building systems.
- Document and distribute pre-punch lists, punch lists, and their completion.
- Document final inspections, certificates of occupancy, and acceptance of work and project phases.
- Maintain project "as-built" drawings in coordination with the Project Engineer.
- Stop work if necessary to resolve issues affecting safety, quality, or logical progress.
- Participate in regularly held project meetings.
- Conduct, oversee, and manage all site safety operations for the project, including sub-contractors.
- Inspect and report monthly on all site safety equipment, devices, and units.
- Perform other duties and responsibilities as assigned by management.
Requirements
- Ability to pass a background check and obtain facility access.
- Knowledge of "ground-up vertical construction."
- Valid United States Army Corps of Engineers (USACE) Construction Quality Management (CQM) certification.
- Understanding of construction means and methods.
- Proficiency in Microsoft Office, Microsoft Project, Adobe Acrobat, Excel, and Procore.
- Ability to read, write, and communicate clearly in precise English.
- Ability to interpret contract documents, drawings, specifications, scopes of work, and project schedules.
- Results-driven and professional with effective problem-solving, analysis, and decision-making skills.
- Strong time management and attention to detail.
- Customer/client focus with a strong teamwork orientation.
- Clean driving record and valid driver’s license.
- Must be authorized to legally work in the United States.
Qualifications
- Graduate engineer, architect, or construction management graduate with a minimum of 2 years of construction experience on construction contracts; OR
- Minimum of 5 years as a Quality Control Manager (QCM) on USACE or NAVFAC projects greater than $12M.
- Minimum of 5 years of experience working with and for federal agencies on construction projects at military installations.
- Proven history of federal contract projects previously performed or completed.
- Current Army Corps of Engineers CQM certification, as well as EM385-1-1 or OSHA 40 certification.

Pay
$100,000 to $120,000 annually (depending on experience).
Schedule
Full-time position, Monday through Friday, 6 a.m. to 5 p.m., with occasional evenings and weekend work as job duties demand.
Work Environment
This job operates in a professional office environment and routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. The position is primarily on-site at the designated facility in Yuma, AZ.
