Responsibilities
- Serve as the designated Quality Control (QC) Manager in accordance with UFGS 01 45 00 / 01 45 23 and NAVFAC CQC requirements.
- Develop, implement, and maintain the Project-Specific Quality Control Plan (QCP) for Government review and acceptance.
- Ensure the CQC Program is fully implemented throughout all phases of design and construction.
- Plan, conduct, and document Preparatory, Initial, and Follow-Up inspections for all definable features of work.
- Cookordinate and document inspection meetings in accordance with NAVFAC procedures.
- Verify corrective actions are implemented and deficiencies are closed prior to acceptance.
- Review all technical submittals for compliance with contract requirements prior to Government submission.
- Cookordinate with the Project Manager, Superintendent, and Designer of Record to resolve quality-related submittal issues.
- Issue, track, and close Non-Conformance Reports (NCRs).
- Maintain formal RFI and NCR Logs as contract records.
- Cookordinate, schedule, and manage third-party testing and inspection agencies in support of Government acceptance.
- Review and certify test results, inspection reports, and material certifications.
- Verify compliance of materials and workmanship prior to incorporation into the work.
- Perform ongoing in-process inspections to verify conformance with approved submittals and specifications.
- Cookordinate with the Project Superintendent to prevent rework and ensure first-time quality.
- Verify off-site work and fabrication activities as required.
- Participate in Design-Build coordination to ensure design compliance with UFGS, UFCs, and NAVFAC criteria.
- Review design submittals for constructability and quality compliance.
- Support design quality reviews and resolution of Government comments.
- Interface directly with NAVFAC ROICC and Government QA personnel during inspections, audits, and quality meetings.
- Support Government quality audits and implement corrective actions as directed.
- Maintain professional and transparent communication with Government stakeholders.
- Prepare and submit Daily, Weekly, and Monthly QC Reports in accordance with contract requirements.
- Maintain quality records including inspection reports, test results, deficiency logs, and as-built verification documentation.
- Ensure QC documentation supports pay applications, schedule updates, and final acceptance.
- Manage quality considerations associated with OCONUS island logistics, long-lead procurement, and shipping to Guam.
- Verify material compliance prior to shipment and upon delivery.
- Support quality execution within active military installation constraints.
- Provide quality training and orientation to project staff and subcontractors.
- Perform additional duties as assigned by the Project Manager or Director of Quality.
Qualifications
- Bachelor’s degree in Engineering, Construction Management, or related field.
- Ten (10) or more years of experience as a Quality Control professional on construction projects valued at $25 million or greater.
- Demonstrated experience implementing USACE/NAVFAC Construction Quality Control (CQC) Programs.
- USACE/NAVFAC CQM-C Certification required (or ability to obtain within 90 days of hire).
- Working knowledge of UFGS, Division 01, and federal construction quality requirements.
- Strong understanding of submittal review, three-phase control, testing, and deficiency management.
- Proficiency in Microsoft Office (Outlook, Word, Excel).
- Strong written and verbal communication skills suitable for Government correspondence.
- U.S. Citizenship required.
- Possessing currently held or the ability to obtain license as a professional engineer in a U.S. state or territory within six months of employment is preferred.
- Prior experience on NAVFAC, USACE, or other DoD Design-Build projects is preferred.
- Familiarity with quality requirements on active military installations is preferred.
- OSHA 30-Hour Construction Safety Training is preferred.
