About the role

We are seeking a Quality Manager I for our Federal project in the Greater Sacramento area. The Quality Manager I is responsible for implementation, improvement and execution of the Quality Management Systems (QMS) and project‑specific quality program requirements. The role ensures that design and construction work are planned and executed in accordance with established policies, procedures, systems and contract requirements. Walsh is a fourth‑generation, family‑owned business that offers a small‑company feel with the backing of a large, fast‑growing technology‑focused organization.

Responsibilities

• Serve as the quality champion for one or multiple projects, overseeing quality of works, material management, documentation and close‑out to ensure safe, efficient, effective and profitable project execution.
• Coach, mentor and train the entire project staff in quality management principles, procedures and project‑specific requirements; act as a mentor to Quality staff to advance their careers and improve retention.
• Lead and manage quality processes such as work planning, pre‑activity meetings, material management, Quality Incident Reports, lesson sharing and follow‑up inspections.
• Establish, monitor and report on Key Performance Indicators (KPIs) and Quality Incident Reports (QIRs) for project teams, analyze trends and provide improvement strategies.
• Conduct routine audits of project quality programs using Project QC Evaluation and other tools; provide feedback to Operations and Quality Management on major QIRs, team relationships, owner/client perceptions and recurring non‑conformances.
• Direct inspection, testing and documentation of the works; schedule inspections and testing in coordination with operations, consultants, material laboratories and the client.
• Create and implement project‑specific inspection and test plans, quality control plans and related procedures; support material specification review (e.g., concrete mix design, thermal control) and other specialized quality elements.
• Develop and execute risk‑management strategies to improve profitability by reducing risk and enhancing efficiency through process management and mitigation.
• Maintain relationships with owners, clients, subcontractors, design partners and other stakeholders to support project partnering and issue resolution.
• Support Site Safety to ensure projects are completed in accordance with established safety procedures, requirements and goals.
• Monitor project quality costs and resources, work toward better as‑bid budgets, provide feedback to optimize billing, risk reporting and testing accuracy, and protect Walsh from claim exposure; track and report rework costs via the QIR system.

Qualifications

• AEC Bachelor’s degree preferred or equivalent related‑field experience; certifications such as International Code Counsel, NICET, etc.
• Current certification required; USACE/NAVFAC/NRC Construction Quality Management certification preferred but not required.
• Industry certifications for testing and inspection as required to review and certify that tests, inspections and procedures satisfy requirements.
• Level 1 QCM certification.
• Minimum 7 years of AEC experience, with at least 3 years in a quality role (preferred).
• Strong communication, critical‑thinking and problem‑solving abilities; capable of prioritizing, organizing and managing time effectively.
• Knowledge of relevant standards, specifications and publications related to job duties.
• Willingness to travel on a limited basis for project needs.

Pay

Salary range: $100,000 – $145,000 DOE. This role may also be eligible for a bonus and other benefits.
