QUALITY ASSURANCE SPECIALIST (SHIPBUILDING)

About the Role

You will serve as a Quality Assurance Specialist (Shipbuilding) in the Employee Development Branch (Code 133.3), Non-Nuclear Inspection Division (Code 133), Quality Assurance Office (Code 130) of Norfolk Naval Shipyard.

Responsibilities

• Act as a Subject Matter Expert in one of the following areas: mechanical, piping, electrical, structural, receipt inspections, critical coatings, and steam plant cleanliness.
• Oversee non-nuclear inspection training to ensure improvements and changes to code/trade processes.
• Identify unsatisfactory areas, investigate problems, and recommend/take action to correct deficiencies.
• Be responsible for all Advanced Industrial Maintenance (AIM) functions of the Division on each project.
• Monitor the cost and schedule performance of the Division for all ongoing projects.
• Store and maintain archived records in auditable conditions for audits.

Requirements

• Must be a US Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to specific provisions.
• Males born after 12-31-59 must be registered for Selective Service.
• This is a bargaining unit position.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
• This position may require travel from normal duty station to CONUS and OCONUS, including remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators, and safety shoes continuously for the duration of the work shift.
• Work is performed in areas where potentially harmful physical and chemical agents are present (e.g., fumes, dust, heat, ionizing and non-ionizing radiation, and chemicals). You will be required to participate in medical surveillance programs.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must include:

• Applying non-nuclear inspection requirements.
• Performing engineering practices and procedures related to non-nuclear work to ensure all division inspection processes are technically satisfactory.
• Applying knowledge of project management teams and how they inter-relate with all other shipyard organizations, primarily the Quality Assurance Department.
• Working with non-nuclear ships systems, nuclear and non-nuclear interface systems, materials, and components, including critical quality characteristics and functional relationships between components and systems.
• Utilizing Certification Program Work programs (SUBSAFE, FBW-SCS, and DSS-SOC), Steam Plant Cleanliness, Level I program, Controlled Industrial Material, AIM process, and project management methods.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
