QUALITY ASSURANCE SPECIALIST

You will serve as a Quality Assurance Specialist in the Quality Assurance Audit Branch of the Inspection, Test, and QA Division at the Norfolk Naval Shipyard.

Responsibilities

• Conduct internal program, process, and Weight Handling Equipment (WHE) audits to identify quality problems and opportunities for improvements.
• Develop and revise audit plans, assemble and train audit team members, direct audit evolutions, prepare reports, and conduct follow-ups to assure corrective/preventive actions have been implemented.
• Conduct investigations of reported equipment/system failures to identify responsible parties, root causes, and corrective actions needed to prevent recurrence.
• Conduct studies of work processes by collecting, sorting, grouping, and analyzing process data for quality trends.
• Review training materials and conduct quality assurance training classes for employees of the Crane/Rigging Shop.
• Develop and revise work documentation forms and process control procedures to improve product reliability.
• Recommend quality improvements to shop management based on lessons learned from audits, investigations, analysis, and special studies results.
• Site audits of WHE may require climbing to heights of approximately 50 feet or more on waterfront and building cranes, observing standard safety precautions.

Requirements

• Must be a U.S. Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to specific provisions.
• Males born after 12-31-59 must be registered for Selective Service.
• This is a bargaining unit position.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to maintain the required level of clearance may result in withdrawal of a job offer or removal.
• This position may require travel from normal duty station to CONUS and OCONUS, including remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods.
• You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators, and safety shoes continuously for the duration of the work shift.

Qualifications

To qualify for the GS-11, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must include:

• Planning and conducting audits, program reviews, inspections, and/or organizational evaluations to assess compliance with established policies, procedures, standards, and requirements.
• Researching and analyzing information.
• Interviewing personnel, developing audit plans, and identifying findings and root causes.
• Preparing reports, memorandums, and recommendations; communicating audit results through in-briefs and out-briefs; and reviewing and maintaining quality-related databases or tracking systems (e.g., monitors, CTS, QPS).
• Recommending corrective actions and process improvements, and effectively communicating with management and stakeholders both orally and in writing.
• Applying quality assurance principles, evaluating organizational processes, and supporting continuous improvement initiatives.

In lieu of specialized experience, you may qualify with the following education or a combination of both education and experience:

• A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M., if related.
