Quality Assurance Specialist

This position is a 6-month assignment 100% on-site in West Point, NY, supporting the Department of Defense and reporting to the Project Manager.

Responsibilities

• Submit daily Quality Assurance (QA) Report documenting all construction activities observed, listing deficiencies from contract documents, describing QC tests witnessed, and maintaining a running list of corrective actions and their status.
• Provide comments on the interpretation of plans and specifications for Government use in Contractor disputes within three days upon request.
• Submit reports on observed QA testing (test name, date, location, purpose, results, and other relevant factors) within one day of the test.
• Submit reports on observed construction activities (activity, date, time, location, and any occurrences affecting quality) within one day of observation.
• Submit reports detailing potential solutions to problems from augmented requirements (e.g., weather, unforeseen site conditions) within two days of identification.
• Report health and safety nonconformance within one working day; provide immediate telephonic notification for serious violations.
• Submit comments on the construction Contractor’s daily QC reports within one day and on their monthly schedule update for adherence to contractual requirements within two days.
• Provide a technical review of the Contractor’s monthly progress payment request, assessing claimed work-in-place, within two days of receipt.
• Submit minutes of attended meetings, including action items, key decisions, and new issues within two days.
• Submit a technical evaluation of Contractor change order proposals, analyzing scope of work, labor hours, and rates for the Contracting Officer’s Representative (COR).
• Submit comments on the Contractor’s monthly project schedule update, addressing completed tasks, delays, and proposed changes.
• Submit cost reports, including cost estimation or quantity analysis, within two days of receipt.
• During pre-final and final inspection phases, submit daily inspection reports documenting punch list items, status of previously identified items, and findings or recommendations.
• Input data into the USACE RMS and/or CMP program to maintain project awareness and electronic documentation.
• Perform technical reviews of contract documents, including submittals, Requests for Proposal (RFPs), Requests for Information (RFIs), and Scopes of Work (SOWs).
• Submit detailed technical review comments on documents, citing deficiencies and referencing contract requirements, identifying design flaws, incorrect citations, or non-compliance with formal recommendations.
• Submit comments on construction plans, drawings, and specifications, citing deficiencies related to biddability, constructability, operability, and incorrect citations within five days.
• Submit comments on draft RFPs, citing deficiencies and referencing appropriate requirements for Government consideration.
• Draft responses to RFIs based on requirements and sound engineering judgment for Government review and final issuance.

Requirements

• BS Degree in Construction or Engineering.
• 8-10 years of experience in a similar role on large-scale construction projects.
• Advanced degrees and certifications may substitute for field experience.
• U.S. citizenship is required due to government contract requirements.
