QA/QC Manager/Engineer- Substations

About the Role
We are seeking an experienced QA/QC Manager to oversee quality assurance and quality control activities on a large-scale utility construction project at Brandon Shores in Baltimore, MD. This individual will play a critical role in ensuring all civil, structural, mechanical, and electrical construction activities comply with project specifications, utility standards, applicable codes, and industry best practices. The ideal candidate is a hands-on quality professional with experience performing inspections, auditing construction activities, coordinating testing, and maintaining comprehensive quality documentation throughout all phases of construction.
Responsibilities
- Develop, implement, and maintain project Quality Assurance and Quality Control (QA/QC) programs.
- Perform field inspections to verify construction activities meet project specifications, utility requirements, and applicable ASTM and industry standards.
- Inspect and verify:
- Structural foundations and concrete placement
- Welding activities
- Electrical installations
- Electrical conduit systems
- Civil construction and earthwork operations
- Mechanical and piping installations
- Coordinate and review non-destructive testing (NDT) activities and inspection reports.
- Monitor construction activities through inspections, testing, and documentation to ensure work complies with approved plans and specifications.
- Conduct quality audits and maintain detailed inspection records, reports, and turnover documentation.
- Identify non-conforming work, document deficiencies, and coordinate corrective actions with project teams.
- Verify testing materials and electrical components to ensure accuracy and compliance.
- Work closely with project management, subcontractors, inspectors, and client representatives to maintain quality standards throughout the project lifecycle.
- Ensure compliance with utility specifications, structural codes, safety requirements, and applicable quality management systems.
Qualifications
- Required Bachelor's degree in Engineering, Construction Management, or a related technical field plus 2–5 years of relevant QA/QC experience, OR 6–9 years of progressive construction quality experience in lieu of a degree.
- Strong understanding of quality assurance and quality control practices within heavy civil, utility, industrial, or power construction.
- Experience inspecting concrete, structural steel, welding, electrical systems, piping, civil construction, and earthwork activities.
- Proficiency with Microsoft Office Suite and construction documentation.
- Strong analytical, organizational, and problem-solving skills.
- Ability to read and interpret construction drawings, specifications, and applicable codes.
- Comfortable working outdoors on active construction sites.
- Ability to climb ladders, traverse large project sites, and work in confined spaces when required.
Skills
- Preferred OSHA 30-Hour Safety Certification.
- Experience with quality management systems such as:
- ISO 9000
- NQA-1
- ANSI N45.2.23
- Familiarity with engineering and utility software such as PLS-CADD, PSS®E, or similar platforms.
- Experience working under Exelon/BGE specifications and standards.
- Utility, power generation, transmission & distribution, or substation project experience.
Pay
$140,000 - $180,000 per year
