On-siteProject Management$171k–$240k/yrFull-time

About the role

Blue Origin envisions millions of people living and working in space for the benefit of Earth, developing reusable, safe, and low-cost space vehicles within a culture of safety, collaboration, and inclusion. This role is part of Blue Origin corporate functions, providing centralized support across business units, functions, and locations. The People Experience Team (PXT) supports the people who design, build, and fly vehicles across Employee Relations, Labor Relations, HR Compliance, performance management, and frontline HR service delivery. As the Program Manager for program management and business operations within PXT, you will build and own foundational programmatic work: process optimization, rhythm of the business, inspection mechanisms, data storytelling, and cross-functional partnership across Finance, Legal, Security, IT, Talent Acquisition, Total Rewards, and People Analytics. You will bring structure to complex, fast-moving work, use data and AI to simplify operations, and free HR professionals to focus on high-judgment work.

Responsibilities

  • Build the foundational programmatic infrastructure for PXT, including program charters, intake and prioritization, roadmaps, governance, and standard operating procedures
  • Own process optimization across PXT, mapping current-state workflows, identifying gaps and inefficiencies, and designing scalable, standardized processes using lean and continuous improvement methods
  • Establish and run the PXT rhythm of the business, including annual and quarterly planning, goals, weekly and monthly business reviews, leadership staff meetings, and executive memo writing
  • Design and operate inspection mechanisms such as metric reviews, program health checks, audits, and action-item tracking that create accountability and surface issues early
  • Own PXT data and reporting end to end, including defining metrics, building data models, and ensuring data quality and integrity across Workday, HR case management, and other PXT systems
  • Pull, analyze, and synthesize workforce, case, and program data to identify trends, root causes, and opportunities
  • Lead data storytelling for PXT, turning analysis into clear narratives, dashboards, and recommendations that drive decisions with the CPO and senior leaders
  • Build and maintain PXT dashboards, scorecards, and KPIs that measure service levels, case volume and cycle time, workforce trends, and program outcomes
  • Drive end-to-end program management for strategic PXT initiatives, from scoping and business case through launch, adoption, and post-launch inspection
  • Build strong cross-functional partnerships with Finance, Legal, Security, IT, Talent Acquisition, Total Rewards, and People Analytics to align priorities, resolve dependencies, and deliver shared outcomes
  • Partner with Finance on the PXT Workforce Operating Plan, including headcount planning and resource allocation
  • Champion AI and automation across PXT, identifying use cases in intake, reporting, knowledge management, and workflow, and leading pilots from concept to scaled adoption
  • Partner with Legal, IT, and Information Security to ensure AI tools and HR technology meet governance, privacy, and confidentiality requirements
  • Lead change management and communications so new processes, mechanisms, and tools land well with HR teams, leaders, and employees
  • Manage program risks, dependencies, and decisions, and escalate early with clear options and recommendations

Requirements

  • Bachelor's degree in business, Human Resources, Operations, or a related field, or equivalent experience
  • 7+ years of experience in program management, business operations, strategy, or chief of staff roles
  • Experience building foundational programs, processes, and operating mechanisms from the ground up
  • Experience leading process optimization and continuous improvement efforts that delivered measurable results
  • Experience establishing a rhythm of the business, including planning cycles, goal setting, business reviews, and inspection mechanisms
  • Knowledge of and experience using data and analytics, including advanced Excel, Google Sheets, and experience using dashboards in tools such as Tableau, Power BI, or Workday reporting
  • Demonstrated ability to pull, clean, analyze, and visualize data from multiple sources, and to define metrics that drive decisions
  • Skilled in data storytelling in verbal and written communications

Preferred Qualifications

  • Experience in aerospace, defense, advanced manufacturing, or technology
  • PMP, PgMP, Lean Six Sigma, or Prosci change management certification
  • 2+ years' experience supporting HR or working in an HR organization
  • Ability to distill complex information into clear executive-level narratives
  • Experience with Workday HCM and HR case management platforms such as ServiceNow HRSD
  • Working knowledge of SQL and building dashboards in Tableau or other data visualization tools
  • Experience with Python or R for data analysis and automation
  • Ability to build cross-functional partnerships, influence without authority, and drive alignment across senior stakeholders
  • Sound judgment and discretion handling sensitive and confidential information
  • People analytics experience, including workforce planning models and HR metrics
  • Hands-on experience deploying AI, automation, or low-code tools in an HR or operations setting
  • Experience supporting Employee Relations, Labor Relations, or HR Compliance programs
